With constant development of economy, the developing pattern of enterprise alsotransforms to the direction of diversification and modernization. Business outsourcing,which has import assisting effect on relieving enterprise pressure and improvingenterprise competition ability, is one of the major forms of enterprises’ developmentin our country. The most typical representative is automobile manufacture industry.Automobile manufacture has complex technology and high technology content, andrequires manufacture enterprise to invest lots of human power, material to ensure thequality and efficiency of automobile manufacture. In order to have better operationand decrease the investment of human power and material, automobile manufactureenterprises start to outsource not important business or detailed business to othercompanies so that they can form cooperation relation and promote each other inproduction process.This paper, based on the theory of enterprise human resource management,researches human resource management mechanism and strategy innovation of theenterprises that take over the manufacture business outsourcing in automobilemanufacture industry. In the part of research on establishing organization byoutsourcing, it separately applies labor division, supply chain and value chain inbusiness outsourcing theory, entrusting-agency and relevant theories. It also usestransaction cost theory, human resource management theory and other theories inbusiness theory to research and establish sustainably developing salary system,performance appraisal system, and multi-element and effective staff promotionchannel. If an undertaking enterprise wants to get the approval and more outsourcingbusiness from automobile enterprise, it shall pay attention to the human resourcemanagement work of itself, and increase its manufacture strength through the methodof constant optimizing human resource application. In order to deepen the understanding on human resource management in production business outsourcing ofautomobile manufacture industry, this paper puts emphasis on analyzing ShanghaiVolkswagen, wishes to understand the outsourcing situation of Shanghai Volkswagenproduction process, has clear understanding on the responsibility and obligationundertaken by human resource management in the enterprise, and realizes the positiveeffect of high quality human resource management to business outsourcing.Through the research and analysis on automobile manufacture industry, thispaper finds that in order to do human resource management work well, enterpriseshall put effort in perfecting salary system, strengthening internal examination,paying attention to personnel reward, and making the human resource managementwork of undertaking enterprise to rise on a new level and help undertaking enterpriseto gain more developing opportunities and operation space through the methods ofmobilizing enthusiasm of staff, digging working potential of enterprise staff, etc.
