Research On The Low-income Family’s Housing Safeguard System In County-level Cities Of China

Housing problem which caused by the urbanization has been widespread concern by thegovernment and the society from all walks of life, and become the important subjectconfronting many countries and regions. More than30years, the housing reform of China hasaccumulated rich experience and a lot of lessons. On one hand, high housing prices andhousing payment capacity of insufficient contradiction is sharpened; On the other hand, theincome gap of residents is widening, and formed the different stratums of high, medium andlow income，which reflected in the housing market is: middle and low-income groups lackingof room, the high incomes’life was better and having a large number of idle housing or rental.If the housing problem can not be solved, not only impede fair, but also affect social stability.In the background of urbanization, and a number of peasant-workers into the city, thehousing security system of our country keeps improving. Especially in County-level cities,they have achieved satisfactory results in the process of housing construction. However, in theactual operation process, it still faces many difficulties, such as lacking of land and funding,the related system operation mechanism is not sound, supervision and management does notreach the designated position, etc. So, studying the housing security system of county-levelcities in our country has important practical significance. It is not only in to achieve the"housing", but also the urgent need of maintaining social harmony and stability.On the basis of previous studies, first of all, define the relevant concepts of housingsecurity, the social security theory, equitable distribution theory, market failure andgovernment intervention theory as the theoretical foundation of the article, and analyzed thelow-income families in urban housing security system at home and abroad related research.Secondly, outlined the development of urban housing security system in our country on the basis of the theory. Third, as a representative of Zhangjiagang city as the basis of empiricalresearch, Zhangjiagang is expounded, the current situation of housing，And zhangjiagang cityhousing security policy documents and statistics, Zhangjiagang studies in housing securitysystem construction achievements and the current main problems. Finally, in view of thespecific problems of the housing security system construction, put forward the suggestionswhich are accordanced with national conditions of China. First, strengthen the supply ofaffordable housing construction’s land and the support of financial. Second, provide the legalbasis for the construction of housing security system. Third, strengthen the construction ofaffordable housing in the entry, exit and punishment mechanism, and control every link strictlyto eliminate the rent-seeking corruption, etc. Through these advices, it is to enhance thedevelopment and achieve social harmony and stability.
