With the advent of the era of knowledge economy, innovation is increasingly becoming an important driving force of regional economic development and social progress. For area on different levels of innovation and development, choosing innovation mode is a problem must be solved in the planning of science and technology development and the allocation of science and technology resources. Science and technology resources are the basic conditions to carry out the activities of science and technology and the realization of science and technology innovation. There has differentiation of science and technology resources allocation between regions and diversification in innovation output. Based on the differentiation of science and technology input and output, this paper makes research on innovation mode for regional development in view of the different innovation output. It provides support and reference for regional innovation strategy choice.This paper first analyzes the conception of the science and technology resources from human resources, science and technology activity funds and science and technology basic condition. It analyzes the differentiation of regional science and technology resources from the perspective of the scale and structure. The differentiation appears in diversification of resources, diversity of input mainstay, importance of efficiency of resource input and the gathering to best conditions and environment.Then it takes analysis on level of innovation output from the output of thesis, patents and high technology industry. There is large gap between areas, although the innovation output of our country has been improved these years. It makes analysis of the dependence between science and technology resources input and innovation output by using correlation coefficients. The DEA method is used to make effectiveness analysis of science and technology resources input and innovation output. The results show that there are still areas which are non-effectiveness. These areas have the problems of low utilization ratio in resources and lacking of input scale.This paper makes integration respectively of science and technology input and output at last. Combining with exploratory spatial data analysis (ESDA) and GeoDa, it analyzes the clustering of regional science and technology input and output by using the Moran’s I. This paper builds the system of innovation according to different clustering types. It also puts forward sub-modes with emphasis aiming at input and output effectiveness.
