Subsidy to agricultural efficient water use is one of the important means to promote agricultural wateruse efficiency, develop high efficiency in the use of water for agriculture and increase the farmers’ income.The agricultural efficient water use at present stage in Xinjiang is indifference, equalization and low levelof subsidy.In this paper, according to the analysis of the subsidy policy effect of existing agriculturalefficient water use in Xinjiang and discussing feasibility of implementing different subsidy methods, itdesigns and analyses subsidy policy to agricultural efficient water use in Xinjiang.This paper studied the impact of the subsidies to agricultural efficient water use on promotingagricultural water use efficiency, developing high efficiency in the use of water for agriculture andincreasing the farmers’ income through methods of variable fuzzy evaluation model, correlation coefficientmethod, the mathematical analysis model and case method.Through the establishment of index system ofXinjiang agricultural efficient water use partition and choosing six typical counties (cities) of Yining, Aletai,Hutubi, Akesu, Yanqi and Hami, it simulates regional agricultural production constraints set and objectivefunction using the L-P planning method. After making a number of constraints, such as Land, capital,labor, agricultural water resources constraints of agricultural production and the profit maximization goalfunction of regional agricultural production, it simulates the effect of the subsidy policy to agriculturalefficient water use in Xinjiang. Using the survey data of red mountain village in big feng town andLianFeng village, it simulates the effect of subsidies to agricultural efficient water use and the comparisonof effects between the differential subsidies and equal subsidies.The result showed that with the improvement of agricultural efficient water use subsidy standard,agricultural profit is increasing and profit per unit area is rising. on the other hand, high efficiency waterland area is also increasing; Agricultural profits are very different in different regions; with theimprovement of agricultural efficient water use subsidy standard, the crop which has high unit value andhigh water consumption would be the first to construct efficient water use; Differential subsidies toagricultural efficient water use has stronger driving force than equal subsidies for regional agriculturaloutput value.Finally, combined with the research results, difference subsidies policy to agricultural efficient wateruse system is constructed in view of the existing scattered subsidies to agricultural efficient water use. Itmakes systematic study on three aspects of content design, implementation and evaluation of the subsidypolicy to agricultural efficient water use in Xinjiang.
