Under the situation that profound changing in business environment inside and outside to domestic commercial banks and depth advancing of market-based interest rates, it is hard to operate the traditional development model for these banks,they have reached a consensus on strategic transformation. More and more people have paid attention to how to promote sustainable development and accelerate transformation by applying performance appraisal system.Firstly, the paper focus on performance appraisal theory research of BSC, EVA, KPI, which provide theoretical guidance and foundation for the performance appraisal system optimization of ABC Hunan branch. Secondly, on the basis of deep status analysis including the survey of ABC, the organization and development of Hunan branch, the paper points out the main problems in the current performance appraisal system. Thirdly, on the premise that the whole evaluation system is unchanged, the paper provides optimized design about the performance appraisal system of ABC Hunan branch based on the BSC. Finally, in order to achieve the desired results in performance appraisal, enhance the effect of guidance to the all, the paper provides specific advices on appraisal implementation results applying and safeguards.This paper has a positive significance on coping with the pressure of competition caused by interest rate marketization, improving the enterprise’s core competitive ability and the level of performance management, exploring the research on the performance management in banking enterprises and promoting the reform and development of banking enterprise.
