With the development of economy and advancement of urbanization in China,estate has also developed rapidly, which results in the increase of housing price andpeople cannot afford it. In order to solve the housing problems caused by marketization,corresponding policy have been settled. Seven ministries including Ministry of Housingand Urban-Rural Construction released the reference of accelerating the public rentalhousing in12th June,2010. This is the first time to put forward the concept, which isaimed to solve the housing problem among low-income family and make everyone havehis or her own housing. The planning outline of the12th Five-year between2011and2015indicates that China will put emphasis on the new institution of public rentalhousing and make it main part of China housing security system. Up to now, thedevelopment of public rental housing is in initial and exploration phase because of itsshort development time. And problems still exist in the policy enactment andmanagement methods. But what people concern most is rent pricing of public rentalhousing, which is related to the problem whether the tenants can afford the housing ornot. Therefore, the pricing should be reasonable in order to guarantee the sustainabledevelopment of public rental housing. So the rent of public rental housing is taken asresearch object and the residual income approach is used to price the public rentalhousing.As for the object mention above, research has been done in the following aspects:First, introduce relevant theories of public rental housing and housing capacity; comparethe advantages and disadvantages of different housing capacity measurement methods;obtain the method of pricing the public rental housing which can provide theoreticalbasis to following research; Then, research the pricing model of public rental housing inthe developed areas like America, Japan and Hong Kong; summarize its successfulexperiences; And then, summarize the development background and generation ofpublic rental housing in our country; extract three representative areas–Beijing,Shanghai and Shenzhen; analyze the relevant policy of pricing rent and itspracticalrental situation. Summarize the possible problems in the process of pricing rentaccording to the mentioned research; Finally, research on the pricing rent of publicrental housing; construct the pricing model of public rental housing based on residualincome approach; analyze the pricing model with the statistical data in Jincheng. The aim of researching on the pricing rent of public rental housing is mainly toselect the optimum way to analyze the housing capacity of low-income, put forward andverify the pricing rent model, obtain the rent range low-income can afford and providetheoretical support for reasonable and scientific pricing rent. In the meantime, based onthe successful experiences, the author put forward suggestions in reasonable pricing,preparation perfection and operation mechanism, legislation establishment, the authoralso perfect the management system in order to guarantee its long-term development.
