Analysis On The Efficiency Of Technological Innovation Of Non-state-owned High-tech Enterprises Of Chinese

Because of the specific historical reasons of modern China, Compared with European and American country,China’s comprehensive national economic strength had been falled behind. After the founding of New China,with the condition of the weakness of industry and the backward of technology,Chinese Government advocate developing science and technology.In order to offset the big gap of Industrial Age,China should take the good chance to develop The High-tech Industries.Today,With the concept of "new normal economy” proposeing,the growth and structural of China’s economic is changing, people pay more attention to social and economic development environment. Non-state-owned high-tech enterprises occupy an important position in the high-tech industry, in the face of favorable policies to support non-state-owned national development,as an significant role of Chinese economic, Non-state-owned high-tech enterprises, changing the way of economic growth mode of high consumption and high emissions would take significantion difference to the economic of China.In order to research and analysis the technological innovation efficiency of non-state-owned high-tech enterprise,by using DEA-SBM and DEA-Malmquist method, we discuss the processof the overall domestic and international research and take the specific research directions at first,at the same time,we are summarize the concept of technological innovation efficiency and related theories,delimit the implication of High-tech Industry、efficiency、technology innovation efficiency and present the technical innovation efficiency of theories and models.Then,we picture the current situation of fourteenth industry of non-state-owned high-tech enterprise and put forward some questions.Then,we build a Measurement system,which include RD internal expenditures、RD staff FTE、new product development expenses and new product sales revenue,so,we estimate the technology innovation efficiency of non-state-owned high-tech enterprise by state of static and dynamic,with the state of static,we find that TE and PTE of non-state-owned high-tech enterprise is decresing,but, with the state of dynamic,we find that the TFP of non-state-owned high-tech enterprise is increasing in whole,in spite of it’s not stable and divide into two distinct sections, The technical efficiency of non-state-owned high-tech enterprise at a low level and it’s become the main reason to hinder the growth of total factor,at last,for the specific questions,the articleproposed a number of suggestions.
