Current practice in the rural management system for more than 30 years, great changes have taken place in rural economy and society. But along with the advancement of industrialization and urbanization, some deep-seated contradictions and problems in the rural areas expose: the small scale of operation, management pattern, agricultural labor force aging, low degree of organization, etc. The decentralized production management system can not overcome these problems.
