In 2007, China central government proposed the modern agriculture development was the first important thing in the construction of socialism new countryside. In 2015, China central government No. 1 file put “Work around the construction of modern agriculture and speed up to change agriculture development mode” in the first position. For successive 12 years China central government has been focusing on “San Nong” issues(Issues of Agriculture, Farmer and Rural Area), and emphasized “San Nong” issues important role in China socialism modernization development. The process of constructing modern agriculture is to develop agricultural productivity, alter traditional agriculture, change agricultural increase and effect, and promote agriculture well and fast development.Taiwan, opposite to Fujian separated by the sea, high temperature and rainy, belongs to subtropical climate. Its natural environment is suitable for agricultural development. After decades of development, Taiwan’s agriculture development has undergone four stages: agriculture training industry, agricultural development adjustment, agriculture accelaration and upgrade, and rich and beautiful countryside construction. It focused on developing high quality, safe and multifarious agricultural products, strengthening the innovation and application of agricultural science and technology, developing special modern agriculture. It achieved the improved varieties, animal and plant pests and diseases prevention and control, production and management technology improvement, and the development and application of agricultural biotechnology. Today, Taiwan dedicates to sustainable agriculture, such as delicacy, leisure and non-polluted agriculture.Nanping City is located in the northern Fujian, southeast Wuyishan Mount., upstream Minjiang River, commonly known as “Min Bei”. The area 26,300 square kilometers, is the largest administrative region of Fujian province, accounting for one fifth of Fujian Province. It administrates 10 counties with population 3.06 millions. Nanping has typical feature “Eight mountains-one water-one cropland”. Widespread hills, dense water network and good site conditions form a favorable ecological environment, and a world cultural and natural “Double Inheritance”- Wuyishan and numerous natural beauty sceneries. It is the key grain-producing areas in northern Fujian, Fujian Province. The forestland area is 1.8 million hm2, accounting for about one-third of Fujian Province. Bamboo area is 351,000 hm2, accounting for about one-tenth the amount of China bamboo plantation. The forest coverage rate reaches 75.7 percent. Jian’ou and Shunchang County was named as "China Bamboo Town"(total 10 in China) by China Forestry Bureau. Jian’ou City, Zhenghe County and Jianyang District are the only three “Chinese Castanea henryi Village”. In northern Fujian, in addition to animal husbandry, there are three leading industries and food, such as bamboo, tea and fruit, also dairy products, timber, tea, vegetables, tobacco, flowers, edible mushrooms, traditional chinese medicinal plants and other key agricultural products are rich. During the early stage of "Eleventh Five-Year", through the "San Zi Project"(rice bag, basket and pocket), Nanping City launched modern agriculture and realized bigger agricultural industry. Despite the rapid growth of agricultural value and the potential advantages, Naping is still not strong agricultural city. In 2013 the farmer net income per year broke through the ten-thousand yuan, it was still 10.7%(1153 yuan) lower than the province’s level, ranking the provincial tailender.Nanping has many natural disasters and the big flood outbreaks once every 3 to 5 years. Agricultural production has not got rid of depending on the weather situation. In addition, the agricultural labor production effect is low in northern Fujian. The main reason is low level of agricultural mechanization, the progress of farmers’ land transfer is slow, and the quality of the rural labor force is generally low. The low degree of agricultural industrialization is one the main factor. The agricultural production is still small one-family traditional peasant-style management. There is a big gap compared to large-scale, intensive, industrial modern agriculture. The leading agricultural enterprises are less and small in scale.By accessing the literature, field research, interviews and other methods into the enterprises, and by understanding the history of Taiwan’s agricultural development and exploring its success experience and factors, the current status of agricultural development in northern Fujian and the problems were discovered. According to the similar environment of northern Fujian and Taiwan, the goal of the development of agricultural modernization in northern Fujian was put forwards. Through the development of special modern agriculture in northern Fujian, the suggestions are to construct North Fujian Agricultural Modernization platform, cultivate new agricultural business entities, build livable and happy beautiful countryside, enhance the level of agricultural modernization in northern Fujian, strengthen rural public services, deepen rural comprehensive reform and achieve agricultural modernization in northern Fujian. The detail programs should be created, for example, for the development of modern agriculture in northern Fujian, several aspects should be thought over: agricultural recycling economy, green ecological agriculture, green food and leisure agriculture.For Northern Fujian agriculture how to improve primary industrial output, how to increase farmers’ income, how to improve crop planting efficiency, how to achieve the people rich, ecological beauty and organic unity? The ecological advantage of modern agricultural development in Northern Fujian provides a natural condition. To develop modern agriculture has become an inevitable trend of agricultural development in northern Fujian. This study analyzed the experience of Taiwan’s agricultural development, and can provide references for agricultural development plans and policies in Nanping City and its administrative counties(cities, districts).
