Studies On Tobacco Production Organization Form

Yushan unit of Zhejiang tobacco industry is located in longhui county of Hunan province.There is29650mu of tobacco field,the ecological environment is superior, soil and climate is suitable.It is a suitable areas for the highest yield and quality of flue-cured tobacco. However,restricted by geographical location and traffic conditions,tobacco production is given priority to with the organization form of traditional farmers for a long time in the past, while the production efficiency is low.In recent years,tobacco production organization form is offered to innovation by the national tobacco board,to improve the organization scale of tobacco agriculture,the Yushan unit gradually developed into an organization form which is combination of traditional farmers、scaled tobacco farmers and service cooperatives.If tobacco farmers can join in the cooperatives, they can not only get the tobacco farmer cooperative service, but also collabore with the cooperative.It is not separative forms between tobacco farmers and the service-oriented cooperatives,but combined into a special kind form of tobacco production organization. It is called "household management+specialized service" type cooperative in this paper.However, these tobacco farmer cooperatives are in the early stage of development at present,but the local government and tobacco company vigorously promoted this kind of organization form. Whether this form can improve the quality of tobacco production and level,increase tobacco farmers income, promote the tobacco plantation ecological civilization, as well as bring positive impact on the development of the tobacco industry.Those question are remains to be seen and demonstrated.Based on the above background, in the first place, tobacco production status and production organization form in Yushan unit is elaborated.It is summarized and concluded that the main tobacco production organization form is "household management+specialized service" type cooperatives. Then, according to the survey data, the paper analyses of the cooperative running effect and compare the tobacco farmers income, case studies of Jinyuan tobacco farmer professional cooperative, and analyses "household management+specialized service" type cooperatives using SWOT method.Finally, on the one hand, put forward suggestion to farmers cooperatives from the input and output of tobacco,standardized management and service quality,on the other hand, put forward suggestion for improving the quality of tobacco, increasing tobacco farmers income in the current tobacco production organization form.For innovating tobacco production organization form in the new period,realizing "transfer mode, adjust structure, promoting development",with strong policy implications and practical significance, this papar can provide valuable reference for tobacco department to accelerate the process of construction of modern tobacco agriculture.
