Research On Construction Of Property Management System Of New Socialist Rural Areas In Shanxi

In the21st century, we have achieved rapid development in the national economy. But ruraldevelopment showing a tendency towards polarization, rural economy is facing enormouschallenges, and the rural landscape need to improve urgently. Communist Party of China putforward the goal of building a new socialist countryside at the Plenum, transforming theextensive village into a new rural communities, promoting a major shift in the rural spirit, butbecause of the lack of effective management mechanisms the new rural has triggered a lot ofproblems.Based on the goal of building a new socialist countryside in Shanxi Province, we conducted asurvey and field research about environmental management, village security, spiritual civilizationconstruction, new rural public facilities management in Shanxi11prefecture．level city44newrural samples. According to statistical analysis of the survey data, we can see that the new rural inShanxi has these problems in the above four areas in some degree. According to the presentsituation that part of the new rural property has introduced management mode, it caneffectively solve the problem of "heavy construction, light management" in the new ruralconstruction, analyze the necessity for the introduction of property management in Shanxicountryside, and the feasibility of introducing a level of property management in Shanxi ruralmanagement process on the basis of the flowing three aspects:village, grass． rootsgovernment, property services business. Comparing with the successful experiences thatdeveloped provinces has taken in the new rural management and related literature, we shouldintroduce different property management mode according to the different characteristics of thenew rural areas and the different levels of economic development In the introduction of the newrural Shanxi property management, security management can lay the foundation as a starting point;environmental management as a breakthrough for approval; establish the"government．enterprise interaction" mode of operation to build a platform to achieve win．winsituation; a "people．oriented service concept," reveals the spirit of enterprise, reflecting the specificpath of Humanity.Finally, basing on the government level and property management services to the enterprises,put forward recommendations accordingly. For the Government, in order to promote the construction of new rural areas, Property Management Mode must be supported by the governmentpolicy, and have a clear understanding of the responsibility of the township administrativedepartments in the property management. What’s more, we should fully estimate the difficulties,make the pre．fiction．related measures, and actively lead farmers to know the importance ofproperty management services, and create a good space of the property services businessdevelopment.For property services companies: to effectively improve their own level in the rural areas ofproperty management, selecting the accurate positions and the courage to take corporate socialresponsibility are necessary for the new rural construction playing an important role.
