Researches On The Public Rental Housing System In Taiyuan

Housing is one of the basic conditions of the survival of mankind. After more thantwo decades of reforms，China’s housing system has already formed the housing supplysystem combining the commercial housing and security housing. Compared with theprice of commercial housing，although the average per capital income of urban residentsincrease year by year with the economic development in China， the housingaffordability of residents declines. Neither low-income groups nor medium-incomegroups cannot be satisfied with the housing problems. Meanwhile，with the accelerationof urbanization in China，substantial new workers and migrant workers surge into thecity. The housing problem of the above groups is confronted by the situation of policyfailure and market failure，which poses new challenges to the established public rentalhousing system covering the middle-low income community，migrant workers and newemployees.In this paper，analysis and study is conducted for the operation of current publicrental housing system with the provincial capital of Shanxi Taiyuan as the researchtarget. The problems in the public rental housing system are sorted out， such asinsufficient construction power，inappropriate rental setting，unsound managementmechanism， and reasons of these problems are analyzed. Based on the comparison，analysis and summarization of the public rental housing construction of some developedcountries and regions，suggestions are proposed in three aspects of the public rentalhousing system in Taiyuan，including the innovative financing mode，acceleration ofcooperation between the government and enterprise，and increasing the effective supplyof public rental houses；constructing scientific rental housing operating system andsupervision and management system；cultivating the civic awareness，and enlarging thesupervision dynamics of the social groups，thus to promote the development of publicrental housing in Taiyuan，and perfect the institutional system of security housing inTaiyuan.
