With the development of the society and the progress of the science and technology, knowledge has become the key to the business success. The power industry concerned in the article needs high technology and rich knowledge. So, those kinds of knowledge workers are valuable. They are the point that decide whether the power enterprise can develop stable, sustainable and constantly or not.Begin with the specificity of knowledge staff incentives, this paper has introduced the theory of knowledge workers, incentive factors, the definition characteristics of them. And then, it compared the incentive factors and the current incentive situation between domestic and overseas knowledge workers. It is about the current encourage situation for knowledge workers, including manning, open questions, and generate reasons and solutions. It made communications with the knowledge workers in Ningbo City Offering Electric Power Enterprise and dig out the main incentive factors for knowledge in this enterprise. Based on those records, it continued to do a questionnaire about how the knowledge worker think about the incentive factors in their Enterprise and what they pay attention to for incentive factors. At last, it worked out a framework and designed a incentive measures. In response to the strong desire for self-realization of knowledge-based staff, the paper suggests that we must pay attention to the combination of the long-term incentive pattern and the short-term incentive pattern, the personalized training program should be designed to make the knowledge workers promoted systematically in the unit, and we must establish the training incentive mechanism which can meet the demands of the knowledge renewed for knowledge staff, in addition, application of optimization scheme such as emotion-incentive was also analyzed enhance the knowledge staff’s performance assessment, while in the process of enterprise training, we should pay attention to the employee’s career planning and establish a good cultural atmosphere.The paper is mainly about how to encourage knowledge workers,it will provide some useful recommendations and references for the management and motivation of the knowledge workers in electric power enterprises.
