The reform of the rural land institution has always been the most sensitive and key part of all the economic and social system optimizing.After the Third Plenary Session of Eighteenth Central Committee,the reform of the rural land institution has been raised up the schdual of the overall reform of China,which is a result of it’s self-optimizig under the circumastance of the urbanization.However there has some hiden problems behind.The foundmental problem is the backward way how the land been managed didn’t conform to the productivity development of the countryside.If we want to achieve the effective urbanization,the most crucial measures should be taken is to change the traditional way how the countryside developed.Then we come to it’s core essense-the rural land. However,the most serious problem the land had encountered is poor profit and been left unused.As the urbanization moving on,both the influnce from inside and outside of the country has push the reform of the country forward.The circulation of the using right of the plough is a way as react.And it has achieved a enlargment on amount over these years.when it comes to the most suitable way to allocate rural land resources,from my point of view,market,undoubtedly.Nowadays,although the speed of the circulation has been accelarated,there still some problems as the deficiency of the law system and the lack of market role which hinder the effectiveness of the circulation market.This article is based on deep research of the current situation and problems of China’s rural land circulation, through reading literature, etc. analyzes the factors affecting the market to establish rural land circulation. And on this basis, to collect some provinces nationwide agricultural land circulation empirical data, and establish that the main problem is the lack of internal dynamics, primarily due to the low level of farmers’ income, property income source narrow, and the restrictions of agriculture inadequate capital. Additionally, due to the circulation of rural land agency develops slowly, the inadequate legal supporting system and service facilities, high transaction costs, directly restricts rural land circulation to form effective demand. To this, the government need to improve the legal system, the effective demand for training and other aspects of efforts to promote the establishment of rural land.The first part analised the profound meaning of establishing the circulation market,which narrated in chapter 1to2.the second part is the default exists in the development of the unmatured market,narrated in chapter 3-4.the third part is divided in two parts,the fifth chapter analised the factor which influnce the establishment of the rural land circulation market.On the basis of collecting the data of the circulation rate and relevent date which attributed to it’s growing,a caculated model is being established to give a tesify of the conclusion the fifth chapter got. The forth part offered some advices refer to promoting the development of the establishment of the rural land using property circulation market.
