| In the last century, with the development of market economy, labor dispatching system rose and developed widely in China. Labor dispatching plays an important role in companies to reduce labor costs, stimulate labor market and ease the employment pressure. At the same time, labor dispatching encountered a bottleneck due to imperfect legal and political system. Staffing firms and accepting units evade laws, escape from social security obligations. All above this lead to the lack of effective guarantee to the legitimate rights and interests of the dispatched workers.This article describes the problems step by step that the labor dispatching employees in enterprises. The cause of the problems and some proposals of how to solve the problem are given in this paper finally. First of all, This part describes the development of labor dispatch mainly from the legal system, government and the enterprise employee, stimulating labor market and maintaining social stability, etc. The second part is describes the case part on the labor dispatching in Z company, find the question for them from policy level, government level, enterprise level. The third part is based on the influence of policy level, government level and enterprise level to the problem of labor dispatch to find out the solutions and suggestions in different levels. On the legal level and on the government level for labor dispatch, how to perfect the legal system, balance of labor dispatch, improve the labor inspection, improve the system of labor dispatch, standardize labor dispatching institutions are also proposed. On the enterprise level, we made a corporate culture meshes with practice should be formed, to establish an excellent enterprise which has a sense of social responsibility and a company should foremost people. Finally, we come to the conclusion that the labor dispatching problems didn’t happen overnight, but requires policy, government, enterprises and other social aspects work together to solve it. |
