This is a rapid development era. companies need to develop smart strategy and obtain advanced technologies to keep their invincible positions in the fierce competition. Without high-quality and efficient personnel, then it will eventually become empty talk! Especially in knowledge-intensive IT enterprises, personnel turn out to be much more important and human resources construct directly the critical strategic resource, and recruiting is of the utmost importance. Optimizing recruitment system, and improving efficiency and staff quality have become critical.At first, this paper systematically introduces the human resources recruitment theory, transaction cost theory, theory of service outsourcing, and other relevant theoretical knowledge. Then the paper studies DR company self-its current recruiting system, diagnosing problems, and focus on the further analysis and in-depth study and summary from the recruitment planning, recruitment process, recruitment channels, human resources reserve, and so on. Found out the existing problems and combined the three major theories to optimize the design of DR Company’s recruitment system.First, establish Human Resource reserve Pool and Outsourcing Pool, ensuring the optimum use of resources and its reserves. Second, extend recruitment channels, optimize and analysis channels, targeting the point for recruiting demand and responding promptly. With preparations on track, execute HR planning and optimize HR allocation and recruitment process. To ensure the scientific and accuracy of recruitment, introduced a variety of assessment tools for different positions for reasonably control HR cost and time cost. Of course, to the DR’s particularity, this paper designed two approaches via the directional training interns and outsourcers to meet explosive growth in the recruitment demand for the burst business, and improved the recruitment system.This paper hopes to solve the recruiting problems of DR Company through the optimization of recruitment system, ensuring the high-quality and efficiency of its recruitment. Meanwhile, exploring a set of suitable recruiting system for IT companies, and providing some useful reference for the improvement of recruitment system of IT enterprises requiring knowledge-based personnel.
