| Establishment of housing security system is an important measure to achieve the human rights of residence. Since the implementation of housing reform, the establishment and development of housing security system has undergone four stages of exploration, formation, adjustment and reform. Eventually forming a multi-level housing security system, which main contents include low-cost housing system and affordable housing system. Since the system is established, housing affordable policy works well and has played a positive role in safeguarding. So that part of the housing difficulties of low-income groups have room to live. And it has alleviated some of the pressure housing security. However, demand for housing security is also increasing so that gradually lost its structural balance between supply and demand with the development of China’s economy and accelerated urbanization. There have been many housing issues, such as housing security system framework design unreasonable, the obvious contradiction between supply and demand of housing, lacking of laws and regulations, poor supervision and management, imperfect entry and exit mechanism, and so on. Therefore, the reform of the existing housing security system is imperative. Past reforms of housing security system are tinkering on the original framework, and lack of prospective, overall master plan and layout. In order to provide practical and theoretical support for system reform by using an inverted U-curve theory analysis housing supply and demand levels and trends with comparison of various types of housing security mode. Inspired by Lindblom’s progressive decision theory we can draw that China’s housing system reform cannot be hurried and should be divided in the short, medium and long three stages.This paper is divided into five chapters. The first chapter discusses the basic concepts, meaning, theory of housing security system, etc. The second chapter describes the development process of China’s housing security system, frame structure and content of the current system. And introduced the low-rent housing, public rental housing, affordable housing and price-restricted commercial housing. The third chapter analyzes the problems of housing security system, including the unreasonable framework design, poor operating results, paying attention to "physical protection" and ignoring the "monetary subsidies" and other issues. This chapter also includes the reason for the problem from the legal, regulatory, financial, entry and exit angles. The fourth chapter analyzes the different modes of housing security. And utilization level housing security inverted U curve to determine the choice of two modes. The fifth chapter is the core sections of this paper, propose ideas and specific measures of housing security system of progressive reform. Eventually, to establish a scientific housing security system through a three-step approach that both emphasize rental and sale, and public rental housing as the main complementary, implement monetary subsidies as the main way, include relief, aid and assistance functions multi-level housing security system. To establish cooperation by the government and the market, multiple subjects to participate in the management mechanism and build comprehensive regulatory regime. |
