As one of the scarce natural resources,land is the foundation of human survival and development. But with the growth of the population and the development of social economy, the contradiction between population and land becoming increasingly prominent, ecological environment problem has become increasingly complex, which restricts the sustainable development of economy. How to utilize and and optimize the allocation of limited land resources, and how to draw up scientific overall land use planning, for promoting sustainable development of society, economy and ecology, has become an important task of China’s current land management. This paper based on the existing research results,selected a case study on Gongyi City with the data of land use, related social economy and natural resources from 2001 to 2011,using the ecological footprint method of general land use planning of Gongyi City(2009-2020) for ecological assessment, the relative rights coefficient method of the planning scheme for economic benefit evaluation, with the principle of ecological safety and sustainable development, on the basis of the land use planning program to optimize the improvement. The contents and achievements of this study include several aspects as follows:Firstly, based on value of ecosystem services function theory,this proposed ecological model utilizes value assessment of ecosystem services of ecologically productive land,improving assessment method of equivalence factor and yield index of the traditional ecological footprint model. Through the ecological footprint of Gongyi City’s calculating analysis in 2001 to 2011,it is concluded that the ecological deficit as a whole is on the rise, indicating that the ecological environment of Gongyi City was in unsustainable development state. Then it can be predicted that per capita ecological footprint consumption is 9.5118 hm2 per person in the planning target year. The per capita ecological capacity is 0.8724 hm2 per person by calculating various types of land use planning indicators and the ecological deficit is 8.6394 hm2 per person in 2020. It shows that the ecological environment of Gongyi City will face greater pressure during the planning period.Secondly, using the relative rights coefficient method to calculate various of land economic benefits of Gongyi City from 2001 to 2011, can draw a conclusion that in addition to unused land unchanged, other types of land economic coefficient are in exponential growth. According to the calculation results obtained by the relative coefficient of land economic coefficient of Gongyi City in 2020, in the planning period, cultivated land, grassland, woodland, water area and construction land economic benefit is increasing, especially the construction land increased rapidly. The overall economic situation of Gongyi City is good, and it is in rapid economic development period.Based on the calculation method and results of ecological footprint and economic benefits, with the establishment of multi-objective linear programming model, it is selected the economic benefits of land use and ecological deficit as the objective function, determined the structure of land use scientifically, and make the overall objective optimization. After optimization, the various of land combined economic output will reach 12107900 yuan, that was essentially flat before the optimization plan, so that can meet the requirements of national economic and social development strategy of Gongyi City. After optimization, the per capita ecological carrying capacity increased, and the per capita ecological deficit was 8.4610, 0.1784 less than before optimization. The ecological environment problems will be eased. Therefore, the optimization results can be used to improve the original scheme of land use planning.
