AbsractWith the advancement of industrialization and the people of maslow’s need hierarchy of needs in depth, people begin to pay attention to in the pursuit of material enjoy at the same time the overall level of quality of life, including spiritual pursuit, environmental pollution, the social harmony and so on. However the contradiction between economic growth and energy consumption-- economic growth requires energy consumption increasing while the scarcity of energy resources, is a major problem of the human society. On the one hand, maintain steady and rapid development of economy is the guarantee to the social stability and people’s living standards improve, the country’s economic strength and international voice powerful guarantee; on the other hand, energy consumption caused energy supply tension, social life and environmental protection pressure getting bigger as the international environmental responsibility to reduce greenhouse gas emissions.China’s economy since the reform and opening up has been on the average rate of 10% solid growth, and gross domestic product(GDP) in 2010 to $40.15 trillion more than Japan to become the second largest economy after the United States, then with 17.83%, 9.8% and 9.5% annual rate of growth, by 2013 China’s gross domestic product(GDP) with up to 56.88 trillion yuan. China’s sustained and rapid development since reform and opening up has been regarded as the rare miracle, especially in the global economic crisis mood depression, China’s economic growth is still can have such a high achievement, scholars and the world are gathered curiosity and yearning. But given China’s large population, a meager, the big gap between rich and poor, the pattern of economic development problems, such as wasting of extensive problem is to be reckoned with in China, so after the Chinese government put forward the strategy of "sustainable development", further refined to "take a new road to industrialization", "energy saving and emission reduction", "construction of ecological civilization", such as the guiding ideology, make the economy better and faster development which more than rich the contents. Hubei province is the largest national economic and energy consumption province, at the same time is a relative scarcity of natural resources, economic development is largely restricted to natural resources, so the research of the relationship between economic growth and energy consumption in Hubei province has a certain realistic guiding significance.The first chapter of this article introduce the significance of the topic, background and the domestic and foreign literature reading about "decoupling". The second chapter mainly use the time series of economic growth in Hubei province as the analysis object, using visual description means such as ICONS, from the concept of total amount of economic development, per capita and three aspects of industry analysis, detailed analysis of the basic situation of economic growth in Hubei province. The third chapter mainly analyzes the basic situation of energy consumption in Hubei province, mainly from four aspects like the total energy consumption and energy consumption structure, large-scale industrial energy consumption and energy consumption intensity. The fourth chapter is focused on introducing the existing academic research on four classic decoupling index in economic and on this basis to build decoupling index system, this paper analyzes the relationship between economic growth and energy consumption in Hubei province, to assess the economic development of Hubei province in recent years and the decoupling degree of energy consumption. Found only in 1998, 1999 and 2001, the Hubei province appear in the true sense of decoupling, other years are in a state of connection. The fifth chapter according to the results of the empirical study of the previous section, the deep analysis of the problems of economic development and energy consumption in Hubei province, on the basis of targeted policy Suggestions are put forward.
