Under the background of rapid urbanization, China’s urbanization has the features of high speed and poor foundation. In the past, we has been focusing on the growth and expansion of urban size and population, while ignoring the public transport resource allocation fairness. As the urban traffic congestion problems becoming increasingly serious, people began to pay more attention to city traffic justice issues. With the development of spatial study, the idea of spatial justice has been gradually integrated into the transportation field. It is playing an increasingly important role in health care, education and other social fields. More and more scholars began to focus on the problem of spatial justice in urban traffic. The ideas of spatial justice provides a new method to improve urban traffic. This paper summarizes the development of spatial justice in urban traffic research. Through summarizing and analyzing the development and evolution of the thoughts of spatial justice, the role of the concept of spatial justice in the city development is explained. This article put the rapid urbanization and the evolution of urban transport system into the same general framework, analysed the traffic cost and accessibility based on traffic resources, transport policy and traffic demands, constructed a spatial analysis method for urban traffic system, provided a standard for city traffic space justice assessment. This article choose Xi’An as an example. Based on the index system established in this paper the empirical research in this paper adopts the combination of qualitative and quantitative research methods, the integrated use of GIS spatial analysis, Delphi expert consultation and questionnaire survey, SPSS statistics and other research methods, respectively, for 23 specific indicators under four index were evaluated. The evaluation results is that, the urban transport system of Xi’An got a high score in spatial justice. The index of transportation costs has the highest score, the index of basic traffic facilities has the lowest score, the index of space accessibility and traffic policy have relatively high score, all of these four categories can be improved in further development. According to these evaluation results, this paper gives the corresponding suggestions. At the last part of this paper, the characteristic and value of this index system are summarized, the shortcomings of this index system is also listed.
