Since the reform and opening up, the national economy gradually gets rid of the stumbling block as if shackles for social productive forces and Shows a strong momentum to development. Now China is the world’s second largest economy or the world’s largest developing countries. However, behind the brilliant achievements of the economics, there exist lots of the problems as well as challenges, such as Haze and pollution incidents. Because of the generation patterns of high pollution, emissions and input, the pressure break down the environmental carrying capacity. People realized that sacrificing the environment for economic development is bound to unsustainable development.At the same time, the government carried out "the sustainable development planning for resource-based unbans ", “new urbanization plan of country(2014-2020)" and other relevant planning policies in order to adjust the mode of economic and social development. Achieving the targets of reducing emission has become one of the priorities for local governments. For reducing energy emission has become an important force to local entrepreneur especially for Xinjiang Industries to improve the efficiency of energy usage. In order to answer the questions such as How to measure the efficiency of energy usage in Xinjiang industry?What’s the factors affecting the energy efficiency and how to improve the Xinjiang energy usage efficiency.Paper do Industrial output,The average balance of net fixed assets, The average number of employees, Energy Consumption as Industrial total output, capital factor inputs, labor factor inputs, energy factor inputs and Combines Cobb- Douglas production function to establish sub-sector stochastic frontier production function. The sample data were regressed by frontier 4.1 software to obtain the parameter of stochastic frontier production function, which in turn helped us to get the stochastic production frontier. The function has been used to estimate the energy efficiency of the industrial sub-sectors in Xinjiang. Then it calculates the energy saving potential of various industries. We analyzed several important factors affecting industrial efficiency of energy use by industry in Xinjiang the results show that:(1)In recent years, Xinjiang industrial sector energy consumption is still on the rise. Industrial energy consumption in the region accounted for more than 75% of energy consumption, Energy consumption in the manufacturing industry sector accounted for more than the total energy consumption in the industrial sector 70% of Xinjiang.(2)The minimum energy efficiency of industries is labor-intensive industries. Followed by capital-intensive industries, the highest energy efficiency industries are technology-intensive industries.(3)In this paper, the method such as impulse response function analysis and variance decomposition analysis are used to analyze dynamically factors such as R & D, technological progress, industrial structure, import and export. The results show that both the short and long, Technological progress and industrial structure adjustment are the most important factors in Xinjiang industrial sub-sectors to enhance energy efficiency, the impact of the role of foreign trade is not very significant from the short view.(4)Industrial structure, technological advances, R & D investment, foreign trade, FDI for three industrial sub-sectors namely mining, energy efficiency manufacturing, electricity, gas and water production and supply industry is a positive role in influencing mechanism.(5)Enhancing the energy efficiency of industrial sub-sectors have big effect on industry constructor and R&D.
