Firstly,this dissertation expounded and combed the low-carbon economy connotation andthe enterprise strategic management theories briefly, as the theoretical basis and support forthe latter research. Secondly,learning from the relative researches of evaluation index systemconstruction and combining with the characteristics of titanium industry enterprises,thisdissertation constructed a low-carbon economy evaluation index system which is appropriatefor the Ti industry enterprises,and then used the Improve Fuzzy analytic HierachyProcess(IFAHP) to calculate the index weight, also gave out the method of index data processand the evalutaion criteria. Thirdly,based on the Ti industry enterprise low-carbon evaluationsystem which had been constructed, integrating the internal and external environment indexfactors into the SWOT analysis model and then constructed the frame of strategy SWOTbased on the evaluation system which had constructed before,and gave out the calculationmethod of strategic types based on the index priority; and according to the status of PanzhihuaTi industry development, using the SWOT frame that had constructed, analysed the externalenvironment factors (opportunities and threats) of Panzhihua Ti industry enterpriseslow-carbon economy development. Lastly, taking Pangang Ti company as an example ofempirical analysis:First of all,using the constructive evaluation index system and combining the relativedata in2010,this dissertation evaluated the low-carbon economy development of Pangang Ticompany, the evaluation results indicated that it is on the period of relative high-carbondevelopment, and then gave out some analysis for the results briefly.And then,analysed the internal factors(strengths and weaknesses)of Pangang Ti companyby using the constructive SWOT analysis frame,and integrated into a completed SWOTanalysis model of Pangang Ti company with the results of external environment of PanzhihuaTi industry enterprises.Thirdly, according to the caculation method of strategic types based on the index priority,figured out the strategic type priorities:WT strategy, ST strategy, WO strategy, SO strategy.From which we can see that WT(weaknesses-threats) strategy is the best one to Pangang Ticompany, that is to say, it is facing the threats from outside, and it is also in the status ofweaknesses,at present, it should minimize the weaknesses and avoid the threats from outsidefor the low-carbon economy development.At last,gave out strategy advice that Pangang Ti company put WT (weaknesses-threats)strategy into effect to develop low-carbon economy.
