Since China carried out the reform of housing commercialization, housing prices continued to riseinGuangzhou, it leaded low-income families not to afford a commodity house, their housing problems were increasingly becoming the focus of attention. Effectively speeding up the progress of construction of affordable housing in the city, especially in the construction of public rental, and resolving the housing difficulties of low-income families as soon as possible has become an important livelihood projects of government at all levels. How to make the limited public rental housing resources played a greater effectiveness depends earnestly implement the scientific and rational policy. Public rental housing allocation is an important link in implementing public rental housing system, the distribution system is an important part of the whole institutional system,it also reflects the key to the fair and impartial. Strengthing research on public rental housing distribution policy has great- significance.In this paper, the Guangzhou public rental housing distribution system was the research object. We analyzed the main problems of Guangzhou public rental housing distribution policy existing in the implementation process at first, then through a comparative analysis on the relevant system of foreign public rental housing, their advanced theory and practical experience gave us inspiration, we put forward some policy recommendations to improve future allocation of Guangzhou public rental housing policy. The article was divided into five parts, in the first chapter, we mainly elaborated the origin and significance of the topic, research objectives, content and key issues prepared to address. We described the related fundamental theory of the public rental housing development and its allocation in the second chapter. In the third chapter, we analyzed the status of implementation of the Guangzhou public rental housing distribution system, and discussed the main problems of the current distribution system. In chapter 4, we compared and analyzed the successful experiences of the public rental housing distribution system in some developed countries or regions, and summarized their implications for Guangzhou public rental housing distribution. In chapter 5, we proposed some suggestions to improve and standardize the distribution system of the Guangzhou public rental housing.
