Study On Improvement In Distribution System Of Public Rental Housing In Suihua City

Public rental housing is a new type of housing with social security after China’s affordable housing and low rent housing.It is a transitional solution to solve the housing problem of the "city sandwich".The public rental housing applicants in Suihua have low income groups,and new employment and migrant workers.The housing problem of middle and low income groups is essentially the matching of housing supply level and residents’ income level.The problem of public rental housing allocation is,in the final analysis,a dynamic balance between government supply and residents’ demand.Therefore,how to allocate efficiently and fairly is the lifeline of public rental housing policy.First,the paper introduces the development status of public rental housing in Suihua.Through the understanding of the development process,access standard,distribution procedure,housing situation,tenant characteristics and rent pricing,this paper sums up some problems in the process of public rental housing distribution,and finds out the underlying causes.Secondly,it introduces the excellent experience of some advanced countries and regions at home and abroad,summarizes the key to the success,and finds that when the distribution of public rental housing is similar to the common problems in each area,the existing defects can be overcome to a certain extent by adjusting the policy in combination with its own characteristics,which is the distribution system of public rental housing in Suihua.The improvement has important guiding significance.At the end of the paper,countermeasures and suggestions are put forward for the problems existing in the allocation of public rental housing in Suihua.Based on the characteristics of Suihua itself,on the basis of the experience of access standards,distribution mode and supervision guarantee in advanced areas,the government should adjust the access conditions of public rental housing in a timely manner,improve the distribution procedure,diversify the distribution mode,establish effective supervision mechanism and incentive mechanism,and broaden the information channels.Suggestions for improving the rationalizationof laws and regulations.
