Aside from skills, policies and management, a systematic evaluation standard for the hotel’s level of low-carbon also is the most important aspect.This thesis is trying to review low-carbon hotels and evaluation index system for low-carbon, and sort out some theories as low-carbon economy, sustainable development and cycling economy. From the perspective of hotel low-carbon affecting factors From the low-carbon environmental protection, the hotel low-carbon technologies and measures, the hotel low-carbon guide, the hotel low-carbon management, the hotel low-carbon benefits, and so on to construct the index system. Using literature study election the indicators, with expert consultation screening index, finally get 22 index, last using AHP calculate the index weight, to establish the index system, and finally the use of empirical indicator system in Haitian. Haitian composite score of 49.8013, belongs to the weak low-carbon hotels, in the preliminary stages of the low-carbon development.
