Research On Interest Coordination Mechanism Between Local Governments Of Chengdu-chongqing Economic Zone

At present, the regional economic cooperation and integration has become a mainstream trend of the economic development of China. With the release of the "Chengdu-Chongqing economic zone regional planning", Chengdu-Chongqing economic zone in the regional cooperation develops rapidly, and made great progress and remarkable achievement. But with the continuous deepening of the Chengdu-Chongqing economic zone regional cooperation, local governments are keen to competition for local interests and short-term performance, that generates a series of contradictions and conflicts of interest problem, so as to weaken the effect of regional economic cooperation, delay the integration process of the Chengdu-Chongqing economic zone. The relationship between the local governments in regional economic cooperation in essence is a kind of interest relationship, and to implement local intergovernmental deeper and broader areas of cooperation, and constantly promote the regional integration process must coordinate the interests of the relationship between local governments. Therefore construct interests coordination mechanism that is advantageous to the coordinate and balance the interest relations between local governments, solve the conflicts interest and contradictions problem, it will be important guarantee to improve the efficiency of cooperation, improve the level of economic development, will also be regional cooperation and integration of Chengdu-Chongqing economic zone to provide policy support and system guarantee.This paper is divided into four parts except the introduction, respectively from the theoretical basis, status interpretation, game analysis, mechanism construction several aspects, around the interest coordination problems between the local governments to complete this paper. The first part discusses the basic theories of regional economic cooperation between local governments interest coordination, they are stakeholder theory, game theory and so on, then elaborated the interest coordination between local government’s impact on regional economic cooperation. The second part starting from the realistic foundation of Chengdu-Chongqing economic zone development, analyze its development present situation, clarify the interest relationship between the local government, performance of local government interests contradiction and conflict, and analyzes its causes. The third part using the game theory tools to make game analysis of Chengdu-Chongqing economic cooperation and development of interests between local governments, and indicates feasibility of coordinate local government interests and the importance of construct interest coordination mechanism. The fourth part is on the basis of the principle of follow the consensus, fair and reasonable, mutual benefit, risk-sharing, unified whole, design and build the mechanism of interest coordination between local governments which center is conflict of interest. The total mechanism mainly includes mechanism of evaluation, decision-making, implementation and procedures of safeguard and suggestions, implementation, monitoring and prediction. Interlocking between various mechanisms and applications, form a complete cycle systems, strive to safeguard the Chengdu-Chongqing economic zone interest coordination between local government and the regional long-term cooperation smoothly.
