With economic globalization, industrial clusters in the regional economy becomes more and more important. One of the core factors driving the development of industrial clusters is the innovation networks formed by technological innovation in industrial clusters. Due to the development of modern science and technology as well as the complexity and uncertainty of the characteristic features of technological innovation, it is hard for an enterprise to carry out R&D by itself. In this case, more and more companies take part in cooperative R&D, in which model companies can share development costs, risks, and thus enhance their own technical capabilities and competitiveness in the market. Therefore, in the current environment, to study the innovative model of enterprises in industrial cluster has important significance.The paper first analyzed the research actuality of the technological innovation in the industrial clusters, from which we can get the importance of the technological innovation with the rapid development for information technology and new knowledge economy era. The technological innovation, which is as the fundamental power for the existence and development of enterprises, have a decisive role on the increasing of core competency of enterprises and the keeping of enterprise competitive advantage. Then the paper defined the related concepts of the industrial clusters and the cooperation innovation. By the contrastive analysis among the current technological innovation in the industrial clusters, we found the specialty and deficiency of the theoretical research in this field.Based on previous research and by the use of game theory and backward induction, this paper introduced the technology spillovers and innovation variables of enterprises into the classic duopoly A-J model. This paper decided two stage games through the use of enterprise technology innovation level and production decisions. To make the results intuitive, Maple software was used for numerical simulation analysis of the impacts of these two factors on the innovation output, product yield and profit of industrial clusters duopoly, guiding duopoly make the best innovation decisions finally.By building math model and numerical simulation, we analyzed and get the conclusion in three aspects as follow: First, the different level of technology spillovers in duopoly in industrial cluster influent the enterprise innovation decision-making. Furthermore, the relationship between the enterprise innovation capability and technical innovation level, product output and profit. Third, how the enterprise innovation capability influent the enterprise innovation decision-making when this in different typical kinds of level of Technology Spillovers in duopoly in industrial Cluster.The research of this paper would provide the theory basis for the chosen of enterprise innovation decision-making and make the R&D resources get the reasonable and effective configuration. This can not only improve the success rate and efficiency of the cooperative innovation between enterprises, but also increase the enterprise competitive power. The research can be helpful for the overall technology competitiveness and strength of the industrial cluster for our country.
