Analysis Of Influential Effect Towards Upgrading Of Industrial Structure From New-type Urbanization

Central government treats new-type urbanization as a crucial tool for national modernization since 18 th NPC National Congress, and emphasizes the importance of new-type urbanization for facilitating the transformation of economics in new phase, and for stimulating the economic growth. Comparing with traditional urbanization, new-type urbanization not only involves the proportion of urban population, but also underlines the promotion of the urbanization qua lities, which include living quality, resources, environment, society, economics, and ecology. This paper constructs a system of urbanization indexes, which partitions new-type urbanization as population urbanization, society urbanization, economics urbanization, and environment urbanization. These 4 comprehensive indexes are constructed by using Entropy Weight Method, which assigns objective weights to several relevant measure indexes. Besides, considering the demographic heterogeneity, this paper compares the 4 comprehensive urbanization indexes of eastern, mid, and western areas to reveal the development of new-type urbanization.Industrial structure upgrading is the endogenous driving force for sustainable development and economic growth. How to accelerate the society development and economic growth by optimizing industrial structure is the key to break the bottleneck of economic growth of China. This paper uses Industrial Structure Advance Ratio(ISAR) to measure the upgrading of industrial structure, and, by introducing control variables, constructs a dynamic panel model consisting the 4 comprehensive new-type urbanization indexes and the Industrial Structure Advanced Ratio, empirically exploring the impact of new-type urbanization on eastern, mid, and western areas.The results shows that: Population urbanization and economic urbanization facilitate the industrial structure upgrading of 3 areas; society urbanization induces the industrial structure upgrading of western area; environment urbanization promotes the industrial structure upgrading of east-western area. In addition, this paper shows several significant impacts of control variables. For example, science and culture fiscal expenditure has positive effect on industrial structure upgrading of mid-western area, financial development prompts the industrial development, and 1 period lag of industrial structure upgrading is both economic and statistical significant for all areas. However, the extent of marketization shows mixed results, i.e., it has negative effect in mid area, positive effect in western area, and insignificant effect in eastern area.
