A Study On Obstacles And Stratges Of Engineering Consulting “going Out”

Chinese construction going abroad has made great achievements, but hidden behind the outcome is difficult in transformation and upgrading of C hinese foreign engineering. Engineering consulting as a part of construction going out, having the nature of knowledge intensive, is key to the upgrading of Chinese foreign engineering. However, the going abroad engineering consulting companies, long occupy a very small international market share. There is a big gap compared with outstanding international engineering consulting companies. Therefore, it is particularly important to study obstacles and strategies.To achieve this purpose, firstly, it need to analysis the international engineering consulting market structure, using the data of ENR top 200 international design firms. Secondly, select 124 respondents by snowball method, in the form of a questionnaire survey. Then analyze recovery of effective data. The study found there is a low concentration on international engineering consulting market.Chinese market structure changed greatly, and lack of leading companies. Obstacles affecting the engineering consulting firms "going out" focuse on seven key obstacle factors, 26 key obstacle indicators related to four levels, such as enterprise, industry, government and the international market. The most prominent issue is enterprise level, particularly in talents, technology, organization and management, market information. The obstacle factors about industrial facilities, has became the second- largest barriers. It is worth to pay attention to international market obstacles. Finally, based on the identified key barrier factors, and internal relations among factors, make the tripartite develop synergies strategies from industry associations, government, enterprise. Lastly, make enterprises develop strategies accordingly.In this study, on the one hand, reveal C hinese engineering consulting enterprises "going out" obstacles, and guide enterprises to explore the key barriers, and provide recommendations to improve the enterprises international competitiveness. For the government, it is conducive to make industrial policy to improve administrative the ability, but also for the development of the industry to provide the direction and reference. On the other hand, analyzes the impact of specific factors on barriers of enterprises "going out", and develop a new study direction. Subjected to the author’s research capacity, the methods will be improved in the data analysis, and each key obstacle factors, the specific relationship between indicators obstacle for further study.
