Research On Speeding Up New Urbanization Development In Western China

At the present time, the boom of new-style urbanization is sweeping in the nationwide. Following the 18 th national congress of the CPC, prompting the course of novel urbanization has been regarded as a major strategy by our nation and at the meantime, a series of policies and measures have been born successively, which brings gold-given and historic opportunities for the western region. The development research for accelerating the progress of new urbanization of the western zone is a realistic proposition that is full of strong practicalness. Under the background of comprehensively deepening the reform performed by the head of our country, on one hand, the aim of exploring this subject is fixed on the analysis and summary of the past experience of practice. On the other hand, under the condition of recent situation and normal state, the countermeasures and suggestion of the acceleration and promotion for the urbanization of the western part of our country, should be put forward. By means of the literature review, case study and systematic analysis, with an eye to the development course of the urbanization of the whole world, one thing, we have systematically teased the previous and present life, content and characteristic of the novel urbanization. Another thing, we have indicated the important significance of the new style urbanization from the four aspects of history, politics, economy and society.Based on this, this topic choose the Chengdu, Nanchong, Guangyuan three representative cities in Sichuan province to specific analysis, through generalizations and comparative analysis the basic situation, main methods and experience of enlightenment of these cities to promote the new urbanization, sum up the main characteristics of the practice of urbanization in western region. The study found that though late start and low level of the urbanization in the western area, but the speed is very fast. In the rapid advance of urbanization years, some parts of western region created different experience, and among them not lack of effective practice. Of course they also exposed some problems and the insufficiency, deserving to seriously rethink. Research indicates that the mainly problems of western region to promote a new urbanization is that industrial supporting ability is not strong, Urban and rural development is not harmonious, urban comprehensive carrying capacity is weak, safeguard measures are lag, etc. The reasons for these problems are complex, including various constraints in natural conditions, economic development, policy system, and traditional concepts.Research suggests that, there are big differences in the western region. When the situation is different, urbanization development is also different. We must proceed from the actual needs, walking out of a people-oriented, urban-rural integration, the coordinated development of new urbanization path. In the process, we need to adhere to four principles: smart propulsion, scientific and orderly,urban-rural integration, characteristic and personality. And we need to deal with four relationships: relationship between urbanization and industrialization, information technology and agricultural modernization, relationship between urban development and town development, relationship between science planning and construction management, relationship between urbanization and ecological protection. Study focuses on pertinence and operability of the suggestion and proposes six strategies that can accelerate the new urbanization development of the western region: the first is prior to planning, build scientific and modern urban system; the second is improve quality, promote intensional growth of new urbanization; the third is fill industry, strengthen the foundation for the development of new urbanization; the fourth is nurture characteristics, blend in cultural genes of new urbanization; the fifth is strengthen coordination, accelerate the integration of urban and rural development; the sixth is deepen reform, fully release of viability within the town.
