Currently, state-owned shipping enterprise is not the perfect monopoly industry any longer, facing increasingly fierce competition. Talent team is the key factor in deciding whether the enterprise can get an advantage in the competition. The study on how to connect the enterprise strategy with its key talent team construction, thus helping the enterprise realize its development strategy, has become one of the most important subject in enterprise management.Talent team construction is the inevitable result of intensified competition in the market economy, and it has received increasing attention by many enterprises. Based on the theory of human resource management, using the key talent team construction of a certain state-owned shipping enterprise as the starting point, this topic has made an in-depth exploration of the key talent team construction of the very state-owned shipping enterprise. It will be of great value to the stability and cultivation of excellent talents.To improve its ability and competitiveness, one of the most important steps in cultivating the shipping enterprise’s key talent team is designing and implementing the training plan. During this course, many factors should be taken into consideration:how to obtain better effect of talent cultivation after the training funds investment; how to connect talent cultivation with the enterprise strategy, and the improvement of management level and business performance; how to further explore the key talents’ learning autonomy; and so on.Based on a comprehensive study of J Shipping Company, its status and the current situation of its key talent teams, together with the latest human resources theories, and understanding of transportation planning and management, this paper systematically explains the theory of building talent teams. This paper analyses the process for establishing key talent teams at shipping companies, including the definition of employee roles, hiring procedures, personnel training, training systems and other issues. This analysis is combined with company characteristics and actual operational needs, leading to a detailed plan of key talent team construction, curriculum design and training. This paper presents the methods and ideas for building core talent teams at state-owned shipping companies through in depth research of human resources management, incentive mechanisms, training systems among other aspects.The objectives for this paper are:to combine theory and practice, and to enhance knowledge of the domestic shipping industry.
