Housing is the basis of people’s livelihood. It is an important duty of the government to make efforts to protect the housing interests of the mass. Among all the problems of this super developing city with a stupendous population, housing problem is the complicated one. At present, a housing development system, giving full priority to ordinary housing, public dwelling and consumption, has formed after unceasing practice and exploration, with the constant improvement of the real estate market and housing security system. In terms of housing security system, Shanghai, in line with its characteristics and actual situation, built the so-called "four in one" system, in which the city carried out the low-rent housing in the first place, the affordable housing with "common property", the public rental housing for poor people, and the resettlement housing for relocation family in large-scale. Currently, rent subsidy and material subsidy coexist in the Shanghai low-rent housing subsidies’ mode, wherein the former grants monetary subsidies to qualified applicants for them to afford ordinary housing in the market, and the latter provides direct low-rent housing for eligible applicants. This thesis reviews the development and evolving of Shanghai low-renting house policy, explains the real status of Shanghai low-renting housing subsidiary mode from applicant, application process, subsidiary mode and standard perspective. Based on the situation analysis of the mentioned two modes and the Putuo District’s data, this thesis is going to analyze both from the supplier aspect (policy body), which involves Putuo Government’s cost of inputs in each mode, and also from the applicant aspect, which studies the personnel structure, income, consumer utility, etc. of those families and we found two subsidiary mode has its own advantage and disadvantage thereof. For material subsidiary, the advantage is that it is quite straight forward for the applicant. But the disadvantage is like, high maintenance cost, difficulty in getting rid of unqualified applicants, difficulty in collecting rents, lacking of management people. For the rent subsidiary, the advantage is that, easy to control the budget, flexible to quit, however the problems lies in low subsidiary standard and cheating phenomenon sometimes occurs.Based on theory and research, material subsidiary and rent subsidiary have their own benefits and flaws. This thesis comes up with a proposal to improve subsidiary mode for Shanghai low-renting house based on the real status and practice of overseas. For the mode of subsidies, policy should be combined the two modes with a proper weight, and the Government should speed up legislation of security housing. For the material subsidiary, the review applicants credits should be strengthen, the management force should be improved, and the workload should be more specific. For the rent subsidiary, it is important to establish dynamic standard, and it is encouraged to use the market agency to provide service for the applicants.
