Study On The Effect Of New Rural Social Pension Policies

In order to carry out the party’s eighteen and third Plenary Session of the basic old-age insurance system for the integration of urban and rural residents, accelerating the construction of social pension insurance system which covered urban and rural residents,in 2009 the State Council promulgated “the guidance about the development of new rural social pension insurance”, which started a pilot new rural social pension insurance. Since the new agricultural insurance policy was officially implemented, it has supported by all levels of government,the masses respond well to it and has achieved some results. However,there are also some problems in the implementation of the new agricultural insurance, for example, a low level of social protection, the advocacy is not in-depth, related facilities backward and the social security fund is hard to get value, which are not conducive to the overall and coordination of social security system.This paper takes the empirical research of V County in Hunan Province as an example, analyzes the problems existed in the process of new rural social pension insurance, finds the deep reasons of the problems, and puts forward the basic ideas for the development of China’s new rural social endowment insurance policy, providing a scientific reference for the new agricultural insurance policy in Hunan province and the whole country.In the introduction, clarify the background, significance, literature review, research ideas and research methods of this paper, which provided a solid theoretical basis for this study. Chapter one clearly defines the meaning and importance of the full implementation of the new agricultural insurance policy effect, gives a measure of the full implementation of the new agricultural insurance policy effect, and then further analyzes the theoretical perspective of this study. In the second chapter, the author chooses the V County as a case sample, expounds the implementation of the new agricultural insurance policy, especially points out the effect of the new agricultural insurance system. The third chapter mainly analyzes the new agricultural insurance policy problems,trying to find out the problem. The fourth chapter from the guiding ideology of the development of new agricultural insurance, and from another four aspects to give some advices about how to establish and improve the new rural social pension insurance policies.
