Both internal and external environments of China Telecom Company have changed tremendously, since it starts providing integrated telecommunication services. The W branch of China Telecom company has developed rapidly in recent years, meanwhile, it confronts with challenges and opportunities in contemporary political and economic environment. As the leading department of The W branch of China Telecom Company, the sales department undertakes great pressure and fierce challenges. The development of human resource is the dynamical source of corporate growth. The company has recruited a lot of new and excellent staffs for the sales department. However, most of them are very young and inexperienced. Although they have got high level of educational background, they still can’t meet the requirements of their jobs, and Staff turnover rate is increasing year by year. For this reason, the performance of the sales department is reducing, and the employees’career development slows down. Therefore, efficient training is needed immediately.Although the sales department has achieved a good improvement in the development of training construction, a few problems remain to be solved. For example, the system of the training is still not complete; the contents of the training are scattered and random; the effects of the training are not ideal, and so on. These questions have already become an obstacle to conduct training, and also caused a bad effect on the development of the company. In order to solve these questions, a new training system for the sales department is needed to be designed, which can improve the employee talent and the company competition ability.Through system analysis of the marketing staffs’present training situation of the W branch of the China Telecom company, and handing out questionnaire to know the present training situation and requirements of the staffs, we find out the imperfection of the design of the present staffs trainings. According to the present situation and imperfections, we can make a deep analysis in staffs trainings activities and system problems. For example, it lacks of the strategic instruction. It doesn’t have the instruction of post competency model and the system supporting. Most of all, it doesn’t have the effective training system, perfect analysis of the training requirements, reasonable plan. There are lots of improvements needed to be achieved during the conducting training, besides there is no effect evaluation, which affects the effect of the training.In order to solve the problems that remain in the training of the sales department and redesign the training system for the marketing staffs, the design of the training system needs to follow the corporate strategy oriented principle, which is based on the corporate strategy to formulate the strategy of the human resource,and build the competency post model for the marketing staffs, then base on the guidance of competency of marketing staffs post model to design the relevant contents of the training system. In the light of the questionnaire survey results of the sales department’s staffs, we should comprehend the training requirements of the marketing staffs and design the training system according to the training process. First, we should improve and perfect the organizational structure of the sales department, which can have an effect on the training. We should also establish and improve supporting systems in conducting trainings, including Incentive system and assessment system. Second, we should build the training requirement analysis model to analyze the training requirement of the marketing staffs. In addition, according to the training requirement analysis and the competency of marketing staffs post model, we can make the training courses for the sales department. Then, make the training plan according to the course arrangement and the annual work schedule. Next, according to the survey result of the training requirement to know the requirements of the staffs, conduct trainings on the basis of the training plan. At last, we should build the assessment system of the training effectiveness, check the evaluation and feedback of the training effectiveness (before training, during training, after training). In order to make sure the training process, put forward the premise condition of guarantee training, which includes the supporting of the managers, building the deep enterprise culture, increasing capital investment and the introduction of social capital, and so on.In this paper, a systematic analysis method is adopted to see the optimization design work of marketing personnel training system of the W branch of China Telecom Company as an open system composed of many elements. Use the systematic method to study the design of the employees’training system, which puts more emphasis on the connection between the subsystems, and reflects the process and the integrity the training. It also brings innovatively the optimization of the training support system, and the support system includes the hardware and software supporting. All of these things improve and perfect the system of a good operation of training system, establish the training incentive system and the assessment system of rewards and punishment, build the training databases and the E-learning online Learning Platform.
