As the saying goes, " Hunger breeds discontentment, food to safety first." Food safety has been the focus of attention is not only the focus of attention problems, but our government food safety regulation as one of the priorities of food safety supervision and management. In March 2013, the first meeting of the Twelfth National People’s Congress, it adopted the "institutional reform of the State Council, and functional transformation program" clearly states that re-establishment of the State Food and Drug Administration, in order to integrate dispersed in various sectors food safety supervision and management functions, and the re-establishment of the National Health and Family Planning Commission is responsible for the development of food safety standards and food safety risk assessment, so that you can continue to play a technical advantage of the health system, so as to food safety supervision and management to provide better technical support.This thesis mainly in Shandong Province, to expand research on issues related to China’s food safety supervision and management system reform exists, and propose a solution. This thesis is divided into six parts. The first is the introduction, mainly deals with the background, literature review and research methods. The second part is the basic concept of food security, food safety supervision and management system to sort out and defined and explained its rationale- "regime change" theory, "government regulation" theory, "the whole government" theory. The third part, on the status of the process of China’s food safety supervision and management system reform and reform situation summarized. The fourth part is the Shandong Province as an example to analyzes the major achievements of China’s food safety supervision and management system reform achieved and existing problems, and the causes of the existing problems are analyzed. The fifth part summarizes the experience of foreign food safety supervision and management system, the formation of China’s important Experience. Part VI is perfect on the reform of food safety agencies in China. That is, for China’s food safety supervision and management at this stage, propose improvement measures.Through this study, analysis of food safety supervision and management system reform of the existing problems, combined with the advanced experience of foreign food safety supervision and management system reform, put forward policy recommendations targeted and operability. This is the next step for our country to carry out good food safety supervision and management, and promote the healthy and rapid development of the food industry, maintaining public order in an orderly great significance.
