The core brain drain is an inevitable phenomenon in the enterprise development. It’s beneficial for the enterprise to optimize the development and core brain structure optimization in certain ranges. However, it will affect the stability, sustainability and strategic target realization of the enterprise development when the talent flow rate is too low or too high. Production line manager usually have a certain core technologies and business secrets about the company, so their frequent flow will make the company’s survival and development in severe concussion and great crisis. According to statistics, the management-level turnover rate of foreign multinational in China was more than 25% of the global average level. Their senior management vacant positions in China are rather difficulty to fill than that in other countries, especially in the manufacturing industry. Owing to insufficient researches were done about the foreign enterprise core brain drain problem, there was the cognition deficiency between most of foreign enterprise HR and core talents about the real needs of core talents. For an example,70% HR thought salary and welfare are key factors of core brain drain. Actually, only 15% core talents think so.This paper took American owned enterprise in China——Jabil Circuit (Guangzhou) co., Ltd. (hereinafter referred to as "Jabil") as an example, and defined the line manager as core brain drain research object. The paper elaborated the situation of related theories and practice dynamic researches about core brain drain at home and abroad, introduced the core brain drain current situation both in Jabil and China, and analyzed both the positive and negative influence of the increasing brain drain to Jabil, then explored the effective strategies and implementation of security measures after finding out the critical main factors which caused production line managers to leave with the aid of interview and questionnaire surveys. At the same time, Hope the studies of this paper have certain reference significance on solution formulation for core brain drain problem in foreign firms of manufacturing industry.
