Study On The Policies Of Social Integration Of Migrant Workers In Shenzhen

Migrant workers are one of the pioneers in the forefront of China’s reform and opening,Especially as the forefront of reform and opening up—Shenzhen, they have become a special group of Shenzhen City. At present, migrant workers from all over the country accounted for about 86% of resident population in the whole Shenzhen city. Moreover, migrant workers have played an important role in the socio-economic development of the city. In fact, Shenzhen’s developments have embodied both the wisdom and work of millions of migrant workers. However,the social status and life circumstances of the migrant workers in the city compared with their contribution to society are still backward; and they have not been able to better integrate into the local society. Based on the theories and the policy of social integration of migrant workers at home and abroad, the study learn from Pingshan New District, which is located in eastern of Shenzhen City, in practice of migrant workers’ social integration policies, the study aims to research on better countermeasure to further promotion of immigrant social integration.There are five main sections of the study. The first section is to review the policy significance of the social integration of migrant workers; the second section is to analyse the concept of social integration of migrant workers and the current situation of social integration; the third section is to analyse specific practices, policies and the existing problems of social integration of migrant workers in Ping Shan district, Shenzhen; The forth section is to draws on those successful cases from both foreign and domestic. It selected United States and Japan as the foreign examples to analyze; and chooses Quanzhou, Hangzhou, Dalian, which are in the forefront of China’s reform and opening, as the domestic reform experiences, and learn form the enlightenment of reform. The last section is the key part of the study and the highlight of the paper. Based on the theories and China of specific conditions, it provides eight suggestions by focusing on the policy of social integration of migrant workers in Shenzhen. First is to establish and improve the mechanism of community management and services; second is to establish the mechanisms for migrant workers’ political participation; third is to establish a Foundation of cultural interaction to support for cultural organizations organize and participate in cultural exchange activities;Forth is to accelerate the pace of reform of the household registration system, and equalization of basic public services in advance of actual population;Fifth is to regulate the labor market order, strengthen labor law enforcement efforts, and create a good employment environment for floating population;Sixth is the formulation of government policies need to distinguish between floating population in rural-urban and floating population in urban-urban; seventh is to set up multi-level migrant workers in the social assistance system; eighth is to increase resources invested in education, to establish a relatively equal educational system, and to create conditions for the children of migrant workers in carry.
