Spatial Organization Mechanism And Regulation Of Urban-rural Integration Of Changsha-Zhuzhou-Xiangtan Metropolitan Area

Due to historical, political and regional difference, China has been long in a state of "dual structure" which means a great gap between urban and rural areas. Presently, urban-rural dual structure has been hinder the healthy development of China’s economy and society. Under the new background of urban and rural transformation, urban-rural integration and development comes to the basic way to bridge the gap between urban and rural areas.Changsha-Zhuzhou-Xiangtan metropolitan area is the typical one which represent urban-rural integration development in the central and western China. Wangcheng distinct has changed from county to distinct in 2011, and it’s an important component of Xiangjiang new area, comprehensive reform pilot area of "two-oriented society", thus, Wangcheng distinct has been the most typical area of urban-rural integration development of Changsha-Zhuzhou-Xiangtan metropolitan area.Recently, with the constant development of society and economy, a great gap between urban and rural areas can still be seen. This paper using social and economic data of Wangcheng distinct during year 2008-2014 to analyze the state of urban-rural integration development.Firstly,12 indexes covered economy, society, spate and ecology selected, used the analytic hierarchy process (AHP) to determine the weight of each index; secondly, using multi-index synthetic method to measure the gap between urban and rural areas of Wangcheng distinct in recent years, and specific analyzed its changing; thirdly, analyzed the spatial evolution mechanism of urban-rural integration spatial organization of Wangcheng distinct; finally, put forward the optimization strategy of urban-rural integration spatial organization.Study shows:Firstly, the urban and rural gap of Wangcheng distinct is narrowing in a slow speed since 2008, there is still a large gap between urban and rural areas.Secondly, spatial self-organization mechanism of urban-rural integration in Wangcheng distinct include factors of nature, society and economic man; heter-organization mechanism include policy, planning, institution, infrastructure and the radiation of central Changsha.Thirdly, after comparative analysis of one-core development pattern, dual-core interaction pattern and urban cluster spatial organization model, considered the last one the most appropriate development pattern of urban-rural integration in Wangcheng distinct.Finally, in order to optimize the development of urban-rural integration spatial organization of Wangcheng distinct, the following factors should be regulated and controlled:optimization of urban and rural space layout; adjustment of urban and rural industrial functional partition; promotion of the integration of urban and rural infrastructure; elimination system of urban and rural segmentation; protection the urban and rural integration of ecological network; making full use of the rural versatility and deep implementation of melt city strategy.
