Study On The Spatial Organization Of Urban And Rural Integration Of Changsha-Zhuzhou-Xiangtan Area Based On Land Circulation

Accelerate the land circulation is an inevitable choice to optimize the allocation of land resources spatial integration of urban and rural organizations in our country in the process,it not only in the strict protection of arable land,accelerate the development of the rural economy,increase farmers’ property income of farmers plays an important role;but can alleviate the contradiction between the demand of urban construction land supply.In China’s current land system and land circulation system,the State encourages the circulation of rural land management rights,but the rural collective construction land circulation restrictions.Changsha-Zhuzhou-Xiangtan area for the construction of Resource-economical and Environment-friendly Society comprehensive reform pilot area,itself has allowed bold reforms in key areas and crucial links,the first breakthrough,as soon as possible formation mechanism is conducive to resource saving and environment protection system of the policy advantages,explore the land circulation and internal relations of urban-rural spatial organization,and to explore the land circulation and the action mechanism of urban-rural spatial organization,to promote Changsha-Zhuzhou-Xiangtan area urban-rural integration development is of great significance.Based on the land property rights theory and institutional change theory,urban and rural dual structure theory as a guide,this paper takes Changsha-Zhuzhou-Xiangtan area as the research object and bases on the data of land circulation,economic and social data,urban and rural planning data and land use data,using the method of quantitative analysis and qualitative analysis,the main features of Changsha-Zhuzhou-Xiangtan area of land circulation and the integration of urban and rural areas as well as the main existing problems,researching on the relationship between land circulation and the integration of urban and rural space organization,trying to reveal the interaction mechanism of land circulation and the integration of urban and rural space organization,based on the perspective of land circulation,putting forward some suggestions on the spatial organization of urban and rural integration in Changsha-Zhuzhou-Xiangtan area.Study shows:Firstly,the scale of land circulation Changsha-Zhuzhou-Xiangtan area is expanding,the land circulation in the form of diversification,the circulation characteristics of regional differences are obvious,but at the same time,there are some problems,such as the circulation policy is not standardized,the difficulty of circulation land financing loans,and the low efficiency of circulation projects.Secondly,the Changsha-Zhuzhou-Xiangtan area Urban and rural integration has the basic characteristics of the high level of urbanization,income gap between urban and rural residents,consumption level of urban and rural residents continued to narrow the gap,but at the same time,there are still some problems,such as the need to improve the integration of urban and rural development,the structural contradiction between urban and rural areas,the imbalance of urban and rural resources allocation,and the serious ecological environment in urban and rural areas.Thirdly,land circulation is the important means of urban-rural spatial organization,is the integration of urban and rural space coordinate space important way;The spatial organization of urban and rural integration has a significant influence on the location,mode,scale,speed and efficiency of land circulation.Finally,Based on the perspective of land circulation,Changsha-Zhuzhou-Xiangtan area urban-rural integration space organization,should adopt the innovation,the land circulation system,optimizing the scale structure and select the land circulation location,optimize the spatial layout of urban and rural land and expand the scale of land circulation,improve the efficiency of urban and rural land use and innovation of land circulation model,to resolve the conflict between urban and rural land use measures.
