The Issues Of Five Guarantees System Implementation In Linfen

The rural five guarantees system is one of most important traditional social assistance work in our country. Establishing and implementing the five guarantees system, it cannot only ensure the life for people, which are the objectives of rural five guarantees, but also diminish the difference in living standards between the objectives of rural five guarantees and other villagers. Besides, the five guarantees system embodies the fundamental requirements for people, such as developing for people, development depending on people, and development sharing by the people. Moreover, in order to getting together the objectives of rural five guarantees system and other villagers to share the achievement of economic reform in our country, synchronizing into a well-off society, and maintaining the social justice, the five guarantees system provide a institutional security.In this essay, it uses the method of literature research, including the presenting the five guarantees system in different periods in our country, analyzing the foreign literature to find out how to alleviate rural poverty system design and improve strands personnel quality of life of the elderly, and referencing advanced development concept of aged care in Beijing and other first-tier cities. On the other hand, based on the cooperation with the Department of Civil Affairs, this essay uses sample questionnaire survey for the objectives of five guarantees in 17 different counties in Linfen, and analysis the present life situation and existing problems through SPSS for those people.Working from five guarantees of Linfen in Shanxi Province to carry out the situation and the living conditions of the system objectives, it could be sure that the five guarantees system is effective, however, it also found some issues existing in the work of five guarantees. Firstly, the standards of the five guarantees system are low; the system implementation does not reach the designated position. Secondly, it is weakening the relief concept understanding for villagers, personal care and mutual assistance awareness.Thirdly, the government budget is insufficient; concentrated feed rate is too low; and excessive waste of resources allocation. Fourthly, the phenomenon of "should cover the uninsured" has not been solved. Fifthly, supporting fees implement slowly to the objectives. These are common problems when using the method of literature study and learning from other places by other authors investigates.This essay not only deeply analysis the causes of the above problems, but also points out the reasons why there is a plight of five guarantees work recently, such as the imperfection of five guarantees system, the weakness of supporting function from rural group, the insufficiency of government’s function of implement and so on. In order to out of this dilemma, this paper provides forward the relevant countermeasures. Firstly,the government needs further improving the mechanism of the five guarantees, defining the conditions of the supporting objectives, establishing reasonable support standards.Secondly, it is necessary for increasing government financial investment, encouraging charitable institutions and enterprises supporting, reasonable usage of the resources such as public nursing homes beds, and encouraging diversified operation. Thirdly, the government also needs to fully play the leading role to speed up the pace in public nursing homes for registration as a legal person, establishing the "theme" nursing homes,cultivating professional nursing homes service staff, and regulating the administration of nursing homes.
