Study On The Farmers’ Willingness To Pay And Incentive Mechanism Of Cotton Straw Resources In South Xinjiang

The excessive waste of agricultural resources and the serious damage to agricultural environment have become the main obstacles to the healthy development of agricultural economy in China. Based on the concept of sustainable development and agricultural waste recycling utilization in recycling economic theory, we should break the traditional concept of resource utilization “heavy food, light stalk” which is currently widespread. In recent years, certain success has been achieved in comprehensive utilization of stalk, but there are still some problems in the process. Affected by the change of the rural energy consumption structure, the high cost of collection and transportation, the low yield, and the low level of farmers’ technology of stalk recycling utilization, the phenomenon of structural, seasonal and regional stalk surplus began to appear. In addition, the phenomenon of stalk burning or pile-up often happens, which not only causes excessive waste of agricultural resources, serious pollution of agricultural environment, but also the existence of fire hazards, and a serious threat to the safety of traffic and transportation.Many problems led to the unoptimistic current development of stalk recycling industry. Farmers are the micro subject of stalk recycling utilization, and their cognition degree of cotton stalk recycling, pay willingness and behavior, It has a very important role in promoting the development of straw resources. For that reason, based on the circular economy theory, the economic behavior theory and incentive theory, First to research the cotton stalk recycling and regional distribution in southern Xinjiang, Secondly on the basis of the microscopic investigation data around southern states,using Logistic regression model analysis cotton farmers’ cognition degree of cotton stalk recycling,willingness to pay and participation motivation, Based on the empirical analysis of the cotton farmers behavior and resources endowment characteristics of southern xinjiang region,this paper puts forward the incentive mechanism and constraint mechanism for farmers to participate in the cotton stalk recycling, and then proposes the future countermeasures of stalk recycling utilization and industrial development, in order to promote the sustainable development of agricultural waste utilization and its industry in southern Xinjiang.The conclusions are as follows.(1) The statistical analysis of cotton straw resources in South Xinjiang area show that the quantity of cotton stalk resources grow in a fluctuant way along with the increase of cotton production, the cotton stalk resources in southern Xinjiang are in zonal distribution, presenting a reducing tendency gradually from north to south, abundant and vary in different areas. showing that it has great economic value and development potential.(2) The preliminary investigation data and statistical results show that 89.61% of farmers are willing to pay for the ecological compensation of cotton stalk recycling. The difference subsidies farmers willing to accept shows that with the increase of subsidies, farmers accept cotton straw resource utilization will increase;The difference payments farmers willing to accept shows that with the increase of payments, cotton farmers accept cotton straw resource utilization will reduce;The farmers’ sex difference analysis shows that men’s willingness to pay for stalkrecycling is higher than that of women; the difference of farmers’ educational level shows that the higher farmers’ educational level is, the high their willingness to pay for stalk recycling.(3)The statistical analysis results of Logistic regression model show that there are 12 factors that affect stalk recycling, among which gender, educational level, years of farming, cotton income ratio, whether or not to know the use of cotton stalks, whether or not to participate in the farmer cooperative organization, Whether or not to pay attention to the policy of straw resources.The regression coefficient shows that gender, educational level, whether or not to understand the use of cotton stalks, whether or not to participate in the farmer cooperative organization, Whether or not to pay attention to the policy of straw resources,the impact of cotton stalk recycling on family income and whether or not to understand the benefits of cotton stalk recycling to the ecological environment are positively correlated with the willingness to pay for stalk recycling,and the educational level has the greatest influence on the willingness to pay for stalk recycling.Years of farming and cotton income ratio are negatively correlated with the willingness to pay for cotton stalk recycling.(4) Based on the previous theoretical analysis and empirical analysis,Improving the incentive mechanism and restraint mechanism of farmers’ participation in cotton straw resource utilization,Farmers incentive mechanism mainly includes 5 aspects:tax, finance, credit, technology and legislation, farmers restraint mechanisms covers 3 aspects:social, economic and legal, Finally,Some suggestions are put forward from the formulation of subsidy standards, increase training efforts, vigorously support the biomass energy enterprises, improve farmers’ awareness of the value of straw resources and the development of supporting policies.
