Now days, urbanization of our country has developed rapidly, and a large number of new urban districts have come into being. Along with that, many problems has emerged in these new urban districts in the process of pursuing the expanding of the new city district and the development of the economy. In the paper, first, many theories and practical cases are studied as the base of the whole research. Second, the problems and special reasons of new urban district development have been concluded. Third, in order to solve these problems, the concept of " the integration of production and city" is introduced. According to the study of the successful practical cases, the basic elements and the space integration strategies of "The integration of production and city" are summarized. Fourth, the Shiqiao New Urban District has been introduced from 3 aspects that is fundamental state, strategic position and industrial development, which leads to the conclusion of the advantages and disadvantages of Shiqiao New District. Finally, the strategies raised above are applied in the planning of the Shiqiao new area of Jianyang City in Sichuan Province. Considering the actual situation, the strategies are adjusted and put forward from 3 aspects: the integration of the new urban district and the old city; the integration of the whole spatial layout inside the Shiqiao new district; the integration of the space within each area. All of this can offer the other newly-built city districts the experience and theoretical basis to realize " the integration of production and city".
