Core competence is the source of persistent competitiveness in a company. Many successful companies had m ade strategic decision on the prem ise of their core competence. To stay in an impregnable position in the fierce competition, companies have to accelerate the ref orm of management, improve the decision-m aking and ef ficiency, strengthen the supervision, and ultimately enhance the core competence.In an era o f information resource has become one of the im portant strategic resource.which related to the core competence. With the development of information construction, the inf ormation will cove r all core business processes. Highly information-intensive and information-dependent features of enterprise become more and more apparent. For com panies in the ea r of information, informatization is the basic needs of dealing with the fierce competition, and also is a great strategic work that affects the long-term development.In order to promote the development of small and medium-sized enterprises, our country has m ade a gr eat effort in the construction of credit guarantee system. Re-guarantee is the supplem ent and improvement to the credit guarantee system. In the mean time, faced with the decline of the Northeast econom y, our country puts forward the strategies of the revitaliza tion of northeast old industrial base. The Northeast Re-Guaranty Company was establ ished in 2008. Now it is in a leading position in business scale, operating income, net profit and other aspec ts and is the industry leader in Northeast China.In this pap er, the North east Re-Guaranty Company is treated as the research object. The paper describes the status of information construction, analyzes the existing problems and causes. Combined with our political and economic situation in the guranty industry and the company’ s development, the paper analyzes the company’s external opportunities, external threats, internal strengths and inter nal weaknesses, and quantitatively and qualitatively analyzes the company’s development strategy by using EFE m atrix, IFE matrix, SWOT matrix and QSPM m atrix tools. Finally an information strategy consistent with the company’s strategy was made, and implementation plan and safeguards of information strategy were proposed.
