At present, by the amount of carbon dioxide and other greenhouse gas emissions continue to increase caused by "greenhouse effect", causing the sea level rise, frequent extreme weather, deterioration of ecological environment on a series of questions, so how to reduce greenhouse gas emissions, worldwide to solve a major problem. Research shows that in addition to petroleum fossil fuel combustion and industrial production directly to the air emissions of carbon dioxide and other greenhouse gases into the atmosphere, land use change is caused by increased global carbon dioxide content of the two big reasons. Therefore, it is very important to control the carbon emission of land use.This study in definition of low carbon land use on the basis of related concepts, planning theory as a guide to low carbon economy and land use design low carbon type of land use planning system of the basic framework, to the more developed the economy of Changsha City Wangcheng District of low carbon land use planning empirical research, the main conclusions are obtained as follows:(1) Based on the in-depth analysis of the Wangcheng district land use and economic and social development situation change of carbon emission, considering the regional economic development of up-to-date features, in accordance with the overall goal of the national carbon reduction and requirements of Hunan Province, to determine the 2020 carbon intensity per unit of GDP in 2014 down 17.5% to see urban low carbon land use planning objectives, and general land use planning carbon emissions have reduced to a certain extent.(2) In general land use planning of the main part into the low carbon concept, to the land utilization economic benefits maximize and minimize carbon emission targets, give consideration to the social benefit, establish a model for optimization of land use structure in low carbon, solved tuning in the lingo software, Wangcheng district agricultural land to reduce agricultural land and forest land, garden land increase, construction land in cities and towns with land and transportation land, rural residential land reduced, no use land to the waters of reduction of low carbon land use structure optimization scheme.(3) To the township agricultural land proportion and construction of units in land carbon emissions intensity coefficient as a variable, double variable cluster analysis, considering all kinds of spatial planning, the formation of Wangcheng District low carbon land use partition scheme: control areas in the eastern high carbon emissions in key, southern high carbon emissions of moderate development of the region, northern carbon emissions of key control region, northwest of low carbon emissions of key control areas, and according to the district land use characteristics and low-carbon direction of land utilization, the implementation of the scheme optimization of land use structure in low carbon.(4) Make compare to "city at the 13th Five-Year national economic and social development plan" total GDP target of 902.68 X 108 yuan, the implementation of land use planning of low carbon economic benefits for 908.72 X 108 yuan, slightly higher than the planning objectives in regional economies, to achieve good economic benefits; the carbon intensity per unit of GDP implementation of land use planning of low carbon type than in 2014 fell by 18.84%, compared with the carbon intensity per unit of GDP than the planning target in 2014 decreased by 17.5% higher than 1.34%, the carbon emission reduction effect is obvious; and the "Wangcheng District overall land use planning (2006-2020)" compared to low carbon plan implementation land use planning is the carbon emissions of conventional land use to reduce carbon emissions per unit of GDP 117469.45t, reduced 0.013t/104 yuan, low-carbon land use planning scheme is better than General land use planning.
