"Food security" has been the most important part of the cultivated land resource protection. In recent years, the cultivated land resources of our country have some serious problems, such as the high quality cultivatedlandbeing injured by geological disaster, the decreasing of the quantity of cultivated land, the pollution of farmland, the decreasing of productivity fatigue of farmland and cultivated land use efficiency was not high. In this paper, based on the background, on the premise of regional grain suppling and demanding balance,we use green production capacity and the economics methods to optimize the grain production capacity allocation of Hongya County. Using remote sensing technology and data envelopment analysis on cultivated land accounted for capacity and actual capacity can be realized in hongya County, and analyze the potential intensity of land use, land-use and land-use efficiency, and through the above three designated rest of cultivated land area, put forward specific measures for arable land recreation of Hongya County, for the sustainable utilization of arable land and agricultural development for reference.First of all, in accordance with the relevant provisions of this article, updated in 2012 and 2013, of the quality of cultivated land in hongya County, and then calculate the productivity of arable land of hongya village in all. Of remote sensing images using ERDAS and ARCGIS analysis in Hongya County, extraction of NDVI in Hongya County.Which grain-growing area of the village, calculation of grain production capacity of all villages. On this basis, calculating land use intensity and using arable land potential capacity and actual capacity can be realized, and build the index system of farmland evaluation, including the area of arable land, the use of pesticides, use of fertilizers, the level of investment of agriculture and use of DEA efficiency of all villages. Combining with the results of land use intensity, potentiality and land use efficiency of land use, in Hongya County, to ensure ownership of the premise of basic farmland of Hongya County, divided into 4 kinds of recreation area of arable land, including enhanced utilization, stability, suitable for xiuyangqu and exit areas and appropriate scope of xiuyangqu and exit areas for farmland resort. Finally, some specific measures of cultivated land to rest.The main research conclusions are as follows:1.Overall, because of restrictions on special geographic position and terrain limitations of Hongya County,combined with the relatively backward of economy, and willingness of farmland households being not strong, its output intensity of arable land is not high, but the potential is great, the average strength of the three-year being only 0.338, the potential of the three-year being 2936.95 tons.2. The output efficiency of cultivated land in the the villages of Hongya Countyis better, the average efficiency being of 0.636, but there have more significant differences between the various villages and output efficiency of 71 villages in the three years of instability. The output risks is also greater in cultivated land.3.According tothe efficiency of land use, land-use intensity and land-use potential we divided into the rest areas of arable land, including enhanced utilization part, stability part, suitable use part and exit part. Enhanced the use of area, the largest proportion of stable zones, three years totals over 80%, suitable for rest area and exit area for both types of recreation areas, 15.04% accounted for an average of three years, but the three years has a growing trend, this describing the critical of cultivated land utilizationand facing declining quality and excessive use of cultivated land, and so on.4.Finally, raising measures of protection of arable land, so that this research results can really achieve to provide a reference for cultivated land protection.
