Research On The Urban-Rural Integration Developmenting Path In Inner Mongolia Under The View Of The New Urbanization

It is widespread in the world that urbanization is a necessary way to realize modernization. Every country is actively exploring the method of urbanization according to their own nation’s conditions. In order to maintain a high quality growth in the 13th five-year plan, we must according to the Central Committee and Autonomous Region Party committee deployment, study deeply the characteristics of Inner Mongolia’s development of new urbanization and urban-rural integration, and take a new urbanization route to provide ideas and suggestions.This paper sorts out the relevant theory of new urbanization and urban-rural integration, pointing out the relationship between them, then selects the urbanization rate, the dual contrast coefficient, the Engel coefficient difference of urban and rural residents, urban and rural residents’income difference rate, environmental protection investment index as variables to build the urban-rural integration evaluation model, according to the urban-rural integration index, comprehensively analyzes the InnerMongolia’s urban -rural development. This paper summarizes the background of new urbanization in Inner Mongolia’s urban- rural integration achievements, at the same time, find out the problems appeared in the process of urban- rural integration, such as the quality of urbanization is not high, Urban-rural wealth gap gradually expanded, the land urbanization is faster than the population urbanization, the development of urbanization is lack of industry support, the level of urban and rural planning needs to be improved. This paper argues that the reasons of hindering the urban-rural integration development have three points:system factor, policy factor, environmental factor. In order to promote the development of urban-rural integration, we need to speed up the construction of new urbanization, strengthen the construction of urban agglomeration, accelerate the reform of the system and mechanism, ensure the urban-rural integration construction funding.
