Small and medium manufacturing enterprises are the main manufacturing, their management model is flexible, in conducting information technology,they are different from many large enterprises. In the domestic manufacturing industry, large enterprises in the vigorous support resources superiority and government policy, a relatively high degree of information technology, enjoy a great change information into the enterprise. But small and medium manufacturing enterprises are due to financial, personnel, and other aspects of cognition bring information technology implementation process is slow.Competition of today’s enterprise is no longer a single individual behavior, but the overall competition on each node enterprise supply chain to participate. To get the overall competitive advantage, we have to tap on each enterprise’s unique core competitiveness. In order to enhance market competitiveness, in recent years, more and more small and medium manufacturing enterprises have chosen IT outsourcing.This paper summarizes the current IT outsourcing development and risk management paper, the limitations of the existing theories for small and medium manufacturing enterprises Outsourcing Risk and Control proposed small and medium manufacturing enterprises outsourcing risk identification, risk assessment, risk control process to AHP, Fuzzy AHP, expansion options theory, BP neural network method as a research tool. The main work:(1) According to the limitations of existing outsourcing risk theory, we conducted a focus on IT outsourcing risk for small and medium manufacturing enterprises, comprehensive outsourcing for risk identification, risk assessment of outsourcing, outsourcing risk control study.
