From The Employment Structure Changes In Hebei Province Get The Key Of The Industrial Structure Adjustment

From the period of“The Sixth Five-Year Plan” to “The Twelfth Five-Year Plan”,China had always put the adjustment of the industrial structure and employment structure in economic development on the first place,Employment structure and industrial structure influenced each other.Now,Hebei province is in the important transition period of industry development,the urgent problems need to be solved are that how to promote the rational flow of labor among the three industries and impetus employment structure optimization at the same time.This article is based on the connotation of industrial structure and employment structure,accord to the development of employment present situation in Hebei province to conduct a comprehensive analysis and combine with the connotation of the industrial structure to analyze the relationship between industry structure and employment structure,whether the current employment structure and industrial structure development have the same pace or not.In order to realize the coordinated development of the industry structure and employment structure.This research not only can provide suggestions to our government but also has much significance to promote sustainable development of social economy.This article has carried on the analysis and research mainly from the following several aspects.(1) This article expounds the connotation of employment structure and industrial structure and the theory of relationship, analyzes the inner link between employment structure and industrial structure and provides the theoretical foundation for subsequent empirical research.(2)This article uses census data to analyze the characteristics of employment and the changes of industry composition in our province,combines three economic census data analysis the flow of talents among industries in our province,so as to provide basis for the adjustment of industrial structure in our province.Through the analysis we can obtain the employment structure characteristics in our province: the industrial distribution of the employment structure in the adjustment continuously optimize,The second and third industry corporate units proportion of workforce growth is faster than before,the workforce in country have a higher ratio, more than half of the staff are still concentrating in the first and second industry,transportation, warehousing and postal service high weight in producer services,theyhave obvious advantages.But industrial structure is still the "first second third" The characteristics of the industrial structure:The proportion of the first industry drops rapidly,The proportion of the third industry rises lowly,The mainly economy body of Hebei is sill the second industry;The ratio of the first industry investment fixed assets drop slowly,The ratio of the first and the second industry investment fixed assets up and down,The investment key is still in the second industry,This characteristic in conformity with the development level of the industrial structure.The analysis shows that the employment structure can promote the development of industrial structure,through the analysis of the employment structure,We can find out the key point of industrial structure adjustment in our province,namely to promote the transformation of the first industry and expand the labor capacity of the second and the third industry.(3) This article uses ARIMA model to predict three industry’s employment in our province during the period of “The Thirteenth Five-Year Plan”.We can get the conclusion through the forecast results.We analyze the industrial structure changes of employment in our province whether is reasonable or not.So we can find out the existing problems and their causes.(4)This article combine with the theory and empirical research that the development structure and employment structure in Hebei province is not harmonious and put forward some suggestions that can speed up the development of producer services to promote the optimization and upgrade the industrial structure.
