Comprehensive Evaluation And Countermeasures Research Of Rural Logistics Development In Hebei Province From The Perspective Of New Urbanization

Beijing and Tianjin are well-developed, while small and medium-sized cities around are backward. The Beijing-Tianjin siphon effect is obvious. Therefore, it is the current focus for Hebei province to speed up to narrow the gap with Beijing and Tianjin, balance urban economy and accelerate coordinated development of Beijing-Tianjin-Hebei. At present, Hebei is at a critical stage of accelerating new urbanization and balancing urban and rural development. Building demonstration areas of new urbanization and urban-rural integration is helpful to make up for the short board of Hebei new urbanization and promote Beijing-Tianjin-Hebei coordinate development. The gap between urban and rural areas in Hebei is too big and there still exist many poor counties and poor people. Many factors including bad natural environment and inconvenient transportation lead to the backward development of Hebei rural areas which desperately needs improvement. Development of rural logistics is a breakthrough to solve the problem of urban-rural gap in Hebei, which is helpful to break the urban-rural dual structure, realize the flow and utilization of resources, and promote the rapid development of rural economy. Thus, urban-rural balance development in Hebei can be realized, new urbanization development can be advanced, and the coordinated development of Beijing-Tianjin-Hebei will speed up. Therefore, this paper, from the perspective of new urbanization, makes a comparatively detailed study of rural logistics development in Hebei province.First of all, this paper makes a systematic review of domestic and foreign researches of new urbanization and rural logistics, and clearly defines the connotations and characteristics of new urbanization and rural logistics as well as internal relationships between them. Secondly, based on yearbook data, this paper comprehensively analyzes the current situation of rural logistics development in Hebei and the requirements of new urbanization development, and then constructs an evaluation index system of Hebei rural logistics development from the perspective of new urbanization. Meanwhile, by comparing several commonly used evaluation methods, fuzzy analytic hierarchy process and comprehensive evaluation method are selected to evaluate and analyze the system. Then, combing the empirical analysis results and actual situation of rural logistics development in Hebei province, this paper points out the problems existing in Hebei rural logistics development. Finally, corresponding improvement measures are put forward. The study of Hebei rural logistics development from the perspective of new urbanization is helpful to expanding the research theory of rural logistics. Besides, the fuzzy analytic hierarchy process and comprehensive evaluation method are combined to be introduced into an integrated evaluation of rural logistics development, which improves the reliability of empirical results and helps to truly reflect the current situation of rural logistics in Hebei province, and to put forward highly targeted improvement measures.
