Since 2001 till now it’s been more than 10 years of sincere cooperation between SCO and Member States, common development and cooperation among member states have been deepened in economic, scientific, security, energy, transportation and other fields. Meanwhile, the trade links between the Member States continue to strengthen, the field of investment cooperation is continuously expanding, and regional economic cooperation is deepening. Under the influence of the global financial crisis have not been eliminated, by strengthening cooperation between the Member States and by achieving stable development of their economy, the Shanghai Cooperation Organization has become a bright spot in world economic growth.Although the SCO has played an effective role in the coordination of economic trade in the Member States but in terms of the institutional building is still fragile. In the economic field, due to the complex structures of interest, resulting in not reaching of consensus among member states, therefore, institutional construction delays in progress, local cooperation in the economic field is the focus of the SCO, and institution building on regional economic integration, reduction of tariff and nontariff barriers, investment facilitation, and other areas are still scarce that the SCO organization for economic cooperation functions have weakened.Even if the summit appeared a unanimous decision, but in the implementation process often because of irreconcilable economic interests, leading the program to stagnation or being shelved.Affected by Soviet Union’s "industrial division" production model, the four Central Asian countries use a single economic structure, all areas of economic development are highly uneven. Notwithstanding the four Central Asian countries rich in oil and gas resources and metal resources, but their energy resources exploitation and processing-oriented architecture model of economic development will largely be affected by external international market fluctuations, lack of economic stability. Unbalanced economic structure, but also the Central Asian countries’current economic development problems, after all, being dependent on exports of natural energy resources is not a long-term solution.1997-The 2014 four Central Asian countries and China’s import and export volume to the overall growth trend. However, China’s share of Kazakhstan, Tajikistan, Kyrgyzstan, Uzbekistan, the four countries in the proportion of trade volume is still small, indicating the potential for trade between China and four Central Asian countries are still to be developed, we need to be further improved and promoted.There is a strong complementarity between China’s trades with the four countries of Central Asia. From the perspective of four Central Asian countries of departure, downgraded four Central Asian countries on the basis of weak single economic structure, the slow development of the manufacturing sector, the major industrial products are derived from China. From the Chinese point of view, four Central Asian countries are major importers of China’s energy and mineral resources, providing a strong guarantee for the safe supply of China’s energy and mineral resources.China and four Central Asian countries should livelihood non-resource areas of cooperation to promote regional economic cooperation as a bright spot, promote economic and trade cooperation among local, deepen exchanges and cooperation among business entities, the establishment of multi-level and regional economic cooperation and development financing system and accelerate multi-channel intraregional pace of trade and investment facilitation process, while actively using economic cooperation mechanism of the Shanghai cooperation organization region, to strengthen the SCO Interbank Consortium work, explore the establishment of non-resource areas of cooperation and financing arrangements and the SCO development Bank, and gradually establish and improve the SCO development financing system, provide strong financial support for economic cooperation within the organization member countries.
